- Deer Mountain Fuels Reduction Project, Phase II Combined Synopsis / Solicitation This is a combined synopsis / solicitation for commercial items / services, prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is P16PS02413, and the solicitation is issued as a Request for Proposal. This solicitation is a Total Small Business Set-Aside. Offers from other than small business will not be accepted or considered. The NAICS code is 115310 (Support Activities for Forestry, Fuels Management Services). The associated small business size standard is $19.0 million. Prospective contractors must be registered in the System for Award Management (SAM) database prior to award of this contract. Final pricing for the services required under this contract will be established by responses to this solicitation. All prices submitted shall be as low / or lower than the unit price charged the contractor ¿s most favored customer for comparable services under similar terms and conditions. It is the intent of the National Park Service to award a firm-fixed-price contract to the selected vendor. Any future amendments to this solicitation will be available through www.fedbizopps.gov / www.fedconnect.net by entering the solicitation number P16PS02413 in the quick search block. A) Project Description: The primary goal of this project is to reduce the fuel load and change fuels arrangement inside the park boundary to reduce the threat of wildland fire to the adjacent community of Estes Park. The work includes felling standing trees, limbing remaining trees, cutting ladder fuels, bucking dead and down material, and piling all resulting material on site for future pile burning in deep snow conditions. All work must be conducted in a manner that protects park visitors, protects rare plants, preserves sensitive wildlife habitat, and minimizes the aesthetic impacts of the work onto the park. Future Pile burning will be conducted by Rocky Mountain National Park personnel and is not a part of this contract. B) Important Requirements Changes: Due to requirements changes that occurred after the SOW was written, several of the requirements identified in the original SOW have been deleted or modified. All work in blocks I, J, P, Q, R, S, & T have been deleted. It is the intent of the government to award the work of blocks K, L, M, N, O, U, V, W, X, Y, & Z, or as many of these blocks that can be funded based on current available funding for this contract. C) Contract Type / Performance Period: This solicitation will result in award of a firm fixed price contract to the vendor determined to be responsive, responsible, and whose offer provides the best value to the government. The performance period for this contract will be 365 calendar after date of award. Only one contract will be awarded under this solicitation. D) Tentative Award Schedule: All dates are tentative and are subject to change. ¿Issue Combined Synopsis / Solicitation: On or about 26 August 2016 ¿Proposals due: 15 September 2016 ¿Contract Award: On or about 20 September 2016 E) Pre-Proposal Site Visit / Conference: A pre-proposal site visit is scheduled for: Date: Wednesday, 7 September 2016 Time: 10:00 AM, MT Location: Beaver Meadows Visitor Center, Rocky Mountain National Park, Beaver Meadows Visitor Center is located 2 miles south west of down town Estes Park at 1000 Hwy 36 (aka Moraine Avenue) before you get to the park ¿s entrance station. Expect at least 3-4 hours of hiking to see small portions of all of the blocks, please bring sufficient food and water. Weather has been stormy in the afternoon so please bring rain gear.
