Description
REQUEST FOR INFORMATION (RFI) Hubble Space Telescope Exhibit Elements THIS IS *NOT* A REQUEST FOR PROPOSAL OR INVITATION TO BID NOTICE. The Hubble Space Telescope has been in service for more than 26 years, and it continues to deliver ground-breaking science and discoveries. The Hubble mission supports an extensive public communications program. The collection of exhibit components is one critical part of this program. The exhibit components feature the telescope, its capabilities, and the extensive imagery produced from Hubble science. The project intends to maintain the exhibits as a prominent outlet for current science and discoveries. Following this investigation the intent is to define and procure multiple exhibit elements that will: • Present our image archive- The archive grows by a new press release image set about once a week, and currently stands at about 1000 images with many being as large as 10,000 pixels on a side. • Present models and artifacts-A collection of high fidelity spacecraft models, flown/returned spacecraft hardware and astronaut tools can be incorporated to enhance the visitor experience. • Create an interactive/emersive experience - We seek elements that will provide an engaging experience to enhance the visitor's knowledge of Hubble and its observations of our universe. The purpose of this RFI is to identify potential interest in creating Hubble Space Telescope exhibit elements that will support the public communications goals for the foreseeable future, but for planning purposes, consider the next ten years. The project, at a minimum, seeks to gain a perspective on solutions for rendering the image archive at full resolution interactively. The exhibit elements may be configured for use in a traveling exhibit or may be placed in permanent venues. The typical configuration of an element should fit in a 10'x10' tradeshow booth. Traveling exhibit deployments are at least 3-4 months in length allowing about a week for setup or packing. Input on other configurations and technology to create the interactive experience sought, will be welcomed and considered. The capability to maintain and update the image archive is an essential requirement. Metadata is available for each image, and can be previewed here http://hubblesite.org/newscenter/. The user interface needs to provide easy access to all of the images and allow them to be manipulated. Options for sharing the content and experience will be encouraged. If software licenses or recurring fees are required, please include a sample of the relevant contract language. The ability and cost for the government to maintain hardware and Hubble content on its own should be addressed. The image archive including video segments can be reused or incorporated in other exhibit elements to enhance the comprehension of how instruments and tools are used in the mission. This RFI is to solicit information from industry and promote competition. For planning purposes, we are requesting that the responses to this RFI include the following information: 1) Provide illustrations and descriptions of the solutions being proposed to achieve the objectives and the technology behind them. 2) A brief description of company capabilities, applicable facilities, and experience designing and building similar exhibits. 3) Notional schedule for design, implementation through delivery of each element in the project. 4) The approximate cost of a single element delivered including maintenance cost, and a cost schedule for adding multiple copies of the element. 5) Description of key technical, schedule, and price drivers, any assumptions utilized, and options to mitigate risks and/or reduce schedule. Based on your response, you may be contacted for clarification and possible demonstrations of the technology. To consolidate our planning, responses from industry are requested by September 30, 2016, in the form of written and illustrated concepts for each element. Responses must be submitted via email. The subject line of the submission should be "RFI for Hubble Exhibit Elements," and attachments should be in Microsoft WORD, POWERPOINT, or PDF format. The email text must give a point-of-contact and provide his/her name, address, telephone numbers, and email address. The information is requested for planning purposes only, subject to FAR Clause 52.215-3, entitled "Solicitation for Information for Planning Purposes." It is not NASA's intent to publicly disclose vendor proprietary information obtained during this solicitation. To the full extent that it is protected pursuant to the Freedom of Information Act and other laws and regulations, information identified by a respondent as "Proprietary or Confidential" will be kept confidential. It is emphasized that this RFI is for planning and information purposes only and is NOT to be construed as a commitment by the Government to enter into a contractual agreement, nor will the Government pay for information solicited. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released, it will be synopsized in FedBizOpps and on the NASA Acquisition Internet Service. It is the potential offeror's responsibility to monitor these sites for the release of any solicitation or synopsis.
