Description
The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City office intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Amirix Systems Inc. (d/b/a Vemco) for one hundred (100) Acoustic Transmitter tags and ten (10) Acoustic Receivers for the NOAA National Marine Fisheries Service located in St. Petersburg, FL. A Sources Sought notice was posted on the Federal Business Opportunities (FBO) website on July 22, 2016 and closed on August 1, 2016. No responses were received. Justification for Sole Source VEMCO has been identified as the sole source for the acoustic tags and receivers necessary for this study of American Shad movements in the Broad River, South Carolina. The South Carolina Department of Natural Resources has already installed VEMCO VR2 receivers at 29 locations in Lake Marion, Wateree River, Congaree River, and Broad River. There are no receivers from other companies present in the study area. Tapping into this network is essential for NOAA to meet its study objectives. If NOAA cannot tap into this network, NOAA would have to establish a similar-sized network at considerable expense. Further, the VEMCO V-9 tags are the perfect size to fit into adult American Shad and are used exclusively by all shad researchers in South Carolina.
