- Pursuant to the authority of FAR 13.106-1(b) (1) (i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS), on behalf of PSC, Office of the Substance Abuse and Mental Health Services (SAMHSA) intends to sole source to: National Council of Urban Indian Health 924 Pennsylvania Ave., SE Washington, DC 20003 The Substance Abuse and Mental Health Services Administration (SAMHSA) is an agency within the U.S. Department of Health and Human Services (HHS) that leads public health efforts to advance the behavioral health of the nation. Given the high rates of behavioral health problems faced by American Indians and Alaska Natives (AI/AN), the SAMHSA Office of Tribal Affairs and Policy was established to improve agency coordination and help make meaningful progress in addressing mental and substance use disorders for AI/AN populations. The federal government has a special government-to-government relationship with Indian tribes based on the Constitution and that has been given form and substance by numerous treaties, laws, Supreme Court decisions, and Executive Orders. HHS and SAMHSA have tribal consultation policies in response to Executive Order 13175 that requires that the agency consult with Indian tribes before any action is taken that may significantly affect them. SAMHSA is leading the implementation of the first National Tribal Behavioral Health Agenda (TBHA) and this effort requires extensive engagement of tribal leaders, tribal representatives, organizations, and federal agencies whose missions contribute to improved emotional health in tribal communities. The National Council of Urban Indian Health (NCUIH), a non-profit organization founded in 1998, is the only national organization that specifically addresses the health and health care needs of AI/ANs living in urban centers throughout the U.S. The membership of NCUIH comprises 34 Urban Indian Health Programs (UIHP) and three Alcohol Substance Abuse Treatment Centers. Urban Indian primary care clinics and outreach programs provide culturally acceptable, accessible, affordable, and accountable health services to an underserved, off-reservation American Indian population. UIHP provides a variety of services, ranging from the provision of outreach and referral services to the delivery of comprehensive ambulatory health care. NCUIH partners with other national American Indian/Alaska Native organizations concerned with health issues including the National Congress of American Indians and the National Indian Health Board.
