W56HZV-16-C-R-0277 Market Research Questionnaire for Black Water Treatment System Testing GENERAL INFORMATION: The U.S. Government appreciates the time and effort taken to respond to this survey. The U.S. Government acknowledges its obligations under 18 U.S.C. 1905 to protect information qualifying as PROPRIETARY under this statute. Pursuant to this statute, the U.S. Government is willing to accept any trade secret or confidential restrictions placed on qualifying data forwarded in response to the survey questions and to protect it from unauthorized disclosure subject to the following: 1. Clearly and conspicuously mark qualifying data as trade secret or confidential with the restrictive legend (all caps) PROPRIETARY with any explanatory text, so that the U.S. Government is clearly notified of what data needs to be appropriately protected. 2. In marking such data, please take care to mark only those portions of the data or materials that are truly trade secret or confidential (over breadth in marking inappropriate data as PROPRIETARY may diminish or eliminate the usefulness of your response - see item 6 under Instructions for Completing the Questionnaire, below). Use circling, underscoring, highlighting or any other appropriate means to indicate those portions of a single page which are to be protected. 3. The U.S. Government is not obligated to protect unmarked data. DESCRIPTION OF INTENT: THIS IS A MARKET SURVEY REQUESTING INFORMATION IN SUPPORT OF THE PERFORMANCE REQUIREMENT DESCRIBED BELOW. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Also, it is not a request seeking contractors interested in being placed on a solicitation mailing list. Response to this questionnaire is voluntary and no reimbursement will be made for any costs associated with providing information in response to this Market Survey and any follow-on information requests. Data submitted in response to this Market Survey will not be returned. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. PERFORMANCE REQUIREMENT: The purpose of this questionnaire is to obtain information on local black water testing capabilities to support the Army's black water treatment system science and technology program. The current and future demands of a highly mobile, resource-limited, Forward Operating Base (FOB) camp call for new advancements in technologies for wastewater treatment and reuse. The Government must continue to improve and optimize its water management to meet mission requirements. The need for reductions in the water supply burden of FOB operations and the safe discharge of wastewater require innovative technologies with the capability to treat black water (i.e., toilet, kitchen) so that it can be discharged into the environment, thus eliminating the need for waste hauling. TARDEC currently has the need to test and evaluate containerized black water treatment systems in order to gather data for future Army black water treatment system requirements. The U.S. Army is looking to test mobile black water treatment systems at a local test facility (< 90 miles from Detroit Arsenal). The proximity allows TARDEC engineers to commute to the test site on a daily basis if necessary. The black water treatment systems will be contained in tricons (6.5'x8'x8') up to standard ISO containers (20'x8'x8'). The treatment systems will be able to treat up to 7,500 GPD of black water from a feed stream with targeted characteristics stated in Table 1. The black water testing facility shall be able to provide the black water source and the operators to test the systems on a 24 hour per day basis, 7 days a week throughout the entire year. The test facility shall also be able to provide in-house analytical support for the analyses required in Table 2. The U.S. Army is considering awarding a contract for this testing. A competitive source selection may be employed to award this service contract. Table 1.
