Redacted Brand Name Justification Memo 1. This i s a combined synopsis/solicitation for c o m m e rcial it e m s/services prepared in accordance with the for m a t i n Subpart 1 2.6 of the Federa l Acquisition Regulations (FAR), as s u pp l e men t e d with additional information included in this notice. This announcement constitutes the only solicita tion ; no further wr i tten solicitation will be i s s u e d. The solicitation numb er FA8307-16-R-0231 is issued as a Request for Quotation (RFQ), under the Simplified Acquisition Procedures (SAP), Part 13. The Air Force Life Cycle Managem e nt Cen t e r, Cryptologic and Cyber Systems Division ' s Contract i ng Office (AFLCMC/HNCK), Joint Base San Antonio (JBSA)-Lack land TX, intends to award a Firm Fixed Price purchase order utiliz i n g Simplified Acquisition Procedures resulting from this solicitation. The solicitation document and incorporated provisions and clau ses a r e those in effect through the Federal Acquisition Circ ular 2005-76 a nd the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20 1 40805. The c lau ses and provisions referenced in thi s so li citat ion may be obtained i n full t ext form located at FAR Site, http://farsite.hill.af.mil. 2. The North American Industry Classification System (NAICS) code is 334515 - Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals. The size standard is 750 employees IAW 13 CFR 121.201 current as of August 19, 2016. 3. Description of items: This requirement is for 1 each, Cobham 3515R Handheld Radio Test Set, NSN: 6625-01-572-6346, Part Number: 3515AR. The test set includes the following options: 1 each, Oscilloscope, P/N: 35XXOPT01, 1 each, Spectrum Analyzer, P/N: 35XXOPT01, 1 each, Script Language w/Training Documents, P/N: 3515OPT05, 1 each, PRM-34 Application Script, P/N: 3515OPT25 and 1 each, Flip Cover, P/N: AC27006. The 3515AR Radio Test Set is a test instrument designed to solve field testing problems and to verify that portable radios, man-packed radios, vehicles and aircraft radios are mission ready. The test instrument can be used for Secure Radio and Ground Radio and VINSON [(VHF (Very High Frequency)/UHF(Ultra High Frequency) Wideband Tactical Secure Voice System Cryptographic Equipment)-ANDVT (Advanced Narrowband Digital Voice Terminal) Cryptographic Modernization]. The 3515AR has 8 test features in one unit, (RF Signal Generator, RF Receiver, Modulation Meters, SINAD/Distortion Meter, Audio Generators, RF Power Meters, Spectrum Analyzer, and an Oscilloscope). The unit is portable and can run multiple test with minimal personnel training. The 3515AR provides detailed and accurate measurements of critical parameters such as transmit power, frequency error, modulation, and receiver sensitivity to ensure peak radio operation. Dimensions: Weight 8.0 lb, Width 9.00 in, Height 11.2 in, Depth 2.8 in. Delivery will be FOB Destination to CCSD/HNCADR, 230 Hall Blvd STE 158, Bldg. 2028, Lackland AFB, San Antonio, TX, 78243-7052. Inspection/acceptance will be made at destination. Delivery will begin no later than 30 days after award with a delivery schedule agreed upon by both parties. 4.
