- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W912CJ-16-T-0026 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. The associated North American Industrial Classification System (NAICS) code for this procurement is 561730 with a small business size standard of $7.50M.This requirement is a [ Service-Disabled Veteran Owned ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-09-06 11:30:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be in the Place of Performance. The MICC Moffett Field requires the following items, Meet or Exceed, to the following: Base Period of Performance: 09/01/2016 - 08/31/2017 LI 001: BASE YEAR IMPROVED MOWING - See definition of improved grounds in paragraph 8.15.1 and the technical requirement for mowing in paragraph 7.1.1 on attached Performance Work Statement., 24, EA; LI 002: NATIVE VEGETATION MOWING - See definition of native Vegetation grounds in paragraph 8.15.2 and the technical requirement for mowing in paragraph 7.1.1 on attached Performance Work Statement., 4, EA; LI 003: MANPOWER REPORTING - Contractor shall provide proof of completion when prior to invoicing this CLIN. Contractor shall report all contract manpower required for the delivery and installation services performed under this contract in accordance with the Contract Manpower Reporting requirement. The offeror is required to propose the number of hours (Quantity) to complete this requirement and the hourly rate (Unit Price) of the person completing the report. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Moffett Field intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Moffett Field is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. KEY PERSONNEL: Offerors shall provide personnel who are fully qualified and competent to perform the full range of tasks described in the PWS. The offeror shall submit qualifications/resume along with a firm commitment letter of the proposed key personnel: Contract Manager (CM). CM must have at least two years of experience managing contracts that fall within similar size and scope of this requirement. ???iii. PAST PERFORMANCE: This factor shall be evaluated in accordance with FAR 13.106-2(b)(3)(ii). Offerors are not require to submit any past performance information with their offer.
