- AMENDMENT NOTICE:This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.The solicitation number is W911S8-16-Q-A001 and is issued as an invitation for bids (IFB), unless otherwise indicated herein.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-90. The associated North American Industrial Classification System (NAICS) code for this procurement is 334310 with a small business size standard of 750.00 employees.This requirement is a [ Small Business ] set-aside and only qualified offerors may submit bids.The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2016-09-07 15:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com.FOB Destination shall be JBLM, WA 98438 The MICC Joint Base Lewis McChord requires the following items, Meet or Exceed, to the following: LI 001: Consumer-grade, 70? 1080P LED TV. The 70" TV must be free of wifi connection, blue tooth, and any apps due to the secure nature of the screen's utilization. All ancillary hardware shall be included., 6, EA; LI 002: Consumer-grade, 70? 1080P LED TV. All ancillary hardware shall be included., 1, EA; LI 003: 100" electric motorized roll down screen. Must include durable casing that installs to wall or recessed within ceiling. Must include wireless remote. All ancillary hardware shall be included., 1, EA; LI 004: Wall mount for 70" TV. Mount needs to be capable of holding one flat panel 70" display and allow enough space between the back of the display and the wall for all associated wires and connectors (approximately 1-2 inches). All ancillary hardware shall be included., 9, EA; LI 005: Presentation Podium/Lectern. The free-standing podium work surface shall have a slanted top and be large enough to accommodate a guest laptop. The standing podium shall have concealed storage area and adjustable shelf configuration to hide all equipment and cables. All ancillary hardware shall be included., 2, EA; LI 006: LCD video projector capable of projecting digital presentations and videos with 3500+ lumen. Projector shall be capable of being ceiling mounted within existing grid ceiling with projected image displayed up to 106" diameter image. Projector shall have the following connectors: S-Video, Composite, Component, RGB, HDMI, USB (x2). Projector shall come with associated wireless remote. All ancillary hardware shall be included., 2, EA; LI 007: Universal laptop connection device/dock. Universal device shall provide the ability to work with a 2nd screen and also provide the connectivity options for extra monitors and peripherals to allow connection to extended audio and visual displays. Docks must be able to connect to a user's laptop via a single USB or VGA port. A 3-foot cable shall be supplied to ensure that the dock can be positioned on the desk in a preferable location to the associated display., 6, EA; LI 008: Push-button control system to ensure source selection and control of audio and video equipment. Control system shall be fully integrated and shall control the following: video source selection (guest laptop, dedicated Personal Computer (PC) or DVD/VCR), projector power ON/OFF, displays power ON/OFF, screen UP/DOWN, volume control., 2, EA; LI 009: Extended Display Identification Data (EDID) Emulator. EDID emulator will work with the video system to allow for proper digital interface between the dedicated room Personal Computer (PC), guest laptop, and projector device to allow video from PC to external display., 1, EA; LI 010: HDMI splitter with capability for video and audio embedding and de-embedding to allow multiple displays to show separate video sources. Must be able to share one HDMI signal between two display devices. Must be able to support multimedia computer / video devices up to 1080P. Must be able to handle multiple surround sound formats. All ancillary hardware shall be included., 1, EA; LI 011: Confidence monitor connection. A confidence monitor connection shall be provided at the work surface of the podium., 1, EA; LI 012: AV System - Installation. // The contractor shall install all AV equipment in accordance with the Statement of Work (SOW). The Contractor shall provide all personnel, support equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to provide the installation of stated equipment listed in the Statement of Work (SOW). Contractor shall be prepared to relocate several Government provided items of equipment as outlined within the Statement Of Work., 1, EA; Solicitation and Buy Attachments ***Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Questions must be submitted by using the 'Submit a Question' feature at www.fedbid.com. Questions not received within a reasonable time prior to close of the solicitation may not be considered.*** For this solicitation, MICC Joint Base Lewis McChord intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. MICC Joint Base Lewis McChord is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids.All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com.Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration. In order to enhance the efficiency of the procurement process, the Government intends to evaluate only the lowest priced quote to determine if the quote is technically acceptable and whether the vendor has acceptable or neutral past performance. If the lowest priced quote is reasonably priced and technically acceptable and the vendor has acceptable or neutral past performance, the Government intends to make an award to that vendor and no other quote will be evaluated. If the lowest priced offer is not technically acceptable, the vendor does not have acceptable or neutral past performance, or both, then the Government will evaluate the second lowest priced quote for technical acceptability and acceptable or neutral past performance. This method will continue until the lowest priced, technically acceptable quote, by a vendor with acceptable or neutral past performance, is determined. Quotes will be evaluated based on price and technical acceptability. Quoter/Offeror certifies that the product quoted meets or exceeds all minimum requirements as stated in the Request for Quotes. The contractor shall not hire any individual to perform work on Joint Base Lewis-McChord or any other Government installation under this contract unless such individual is a citizen of the United States or is lawfully admitted into the United States and authorized to work in the United States. The contractor shall comply with 8 USC 1324a, 8 CFR Part 274a, and any other laws and regulations pertaining to the employment of aliens. The contractor shall, upon request by the Contracting Officer, present documentary evidence acceptable to the Contracting Officer that the employee(s) named or identified in the request is a citizen of the United States or is lawfully admitted into the United States and authorized to work in the United States. Such documentation shall be presented to the Contracting Officer within three (3) working days after the contractor's receipt of the request for documentation. If acceptable documentary evidence is not provided within the required time, the contractor shall not allow the affected employee(s) to perform work on Fort Joint Base Lewis-McChord or any other Government installation under this contract until after such acceptable documentary evidence is presented to the Contracting Officer. Removal of any employee(s) from performance of work pursuant to this provision shall not relieve the contractor of the responsibility to perform all work under this contract in a timely manner. New equipment/parts only. No remanufactured products. The contract price includes all applicable Federal, state, and local taxes and duties. Procedures for commercial vehicle access to military installations are varied. To enter the installation, the Contractor should thoroughly comply with the access procedures of a respective installation. The Contractor shall ensure that its drivers, including drivers of subcontractors at any tier, comply with the access procedures enforced by each military installation. The Contractor shall completely coordinate with the military installations and the delivery point of contacts. The contractor shall stamp or mark the supplies delivered or otherwise furnish notice with the supplies of the existence of a warranty. Markings shall include (i) a brief statement that a warranty exists, (ii) the substance of the warranty, (iii) its duration, and (iv) who to notify if the supplies are found to be defective. THE FOLLOWING INFORMATION IS PROVIDED TO ASSIST YOU, AND WILL HELP TO EXPEDITE PAPERWORK AND PAYMENT. a. Only one delivery will be accepted against each line item. Backorders will NOT be accepted on individual line items. b. Deliver on or before date specified. Deliveries will be accepted Monday through Friday (except Holidays) from 7:30 A.M. to 2:30 P.M. to Block 15 of the Purchase Order. Notify the individual in Block 16 of any delay encountered (due to strikes, factory backorders, etc.) and give revised delivery date if possible. c. Mark outside of all cartons. Put packing list inside cartons. Show the order number assigned, the PR number shown at the end of each item, and the quantity shipped. All items will be identified by the part number by attached tag and/or stamped identification. d. On direct shipments, have the supplier or manufacturer cite our order number on packages. This eliminates delay caused by trying to determine the firm awarded the original order. Unless otherwise specified in this contract, the contractor shall obtain any necessary licenses and permits, give all notices, and comply with any applicable Federal, State, County, and municipal laws, codes, and regulations in connection with this award. The contractor shall not make news releases or otherwise provide information relative to the performance of this contract or information relative to any incident occurring on JBLM without prior approval of the Contracting Officer.
