- Contracting Office Address: Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E144, Bethesda, MD 20892, UNITED STATES Description: The National Cancer Institute (NCI), Center of Cancer Research (CCR), Collaborative Protein Technology Resource (CPTR), plans to procure, on a sole source basis, a single-cell western system by ProteinSimple, 3001 Orchard Parkway, San Jose, CA 95134. The response close date of this notice for this requirement is in accordance with FAR 5.203(a)(1). This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1(b)(2) and is exempt from the requirements of FAR Part 6. The North American Industry Classification System (NAICS) code is 334516 and the business size standard is 1,000 employees. Only one (1) award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. The period of performance: delivery will be within 90 days from date of award. It has been determined there are no opportunities to acquire green products or services for this procurement. The CCR is the largest division of the NCI intramural research program and comprises nearly 250 basic and clinical research groups located on two campuses outside of Washington DC. The CCR is home to an extraordinary group of scientists and clinicians exploring the cutting-edge of cancer and HIV/AIDS research. Our scientists work on a wide spectrum of biological and biomedical problems ranging from visualizing and understanding the structure of individual genes and proteins, developing novel methods for drug discovery, to inventing biomedical devices and technology and creating innovative ways to treat patients in the NIH Clinical Center. The Collaborative Protein Technology Resource (CPTR) is an open core dedicated to developing and implementing cutting edge protein-based technologies to facilitate discovery, translational and clinical research in CCR/NCI/NIH. At the Nanoscale Protein Analysis section of CPTR, we offer expertise and provide state-of-the-art technologies to accommodate the demands of CCR/NCI/NIH investigators for: • Rapid and precise protein analysis • Comprehensive and quantitative cell signaling event dissection • Nanoscale quantitative proteomics assessment • Biomarker development and therapeutic target identification • Clinical applicable assay development and applications The Contractor shall provide the following required specifications: TECHNICAL REQUIREMENTS: Specifications that are required include: One (1) - protein-analysis technology platform that performs western-based protein expression measurements on single-cells to characterize protein expression heterogeneity in complex biological samples including the following characteristics: • Bench-top footprint with dimensions not exceeding 15"x15"x29" • Weight not to exceed 30 lbs. • Fully operable requiring only a single universal voltage (100VAC-240VAC, 50/60 Hz) power output connection • Workflow time: 4-6 hours. • Suspension containing > 10,000 cells • Cell diameter: 7 - 25μm • Analyzes the following samples: Mammalian cells; globular in suspension and unfixed • Contains 6,400 patterned microwells approximately the same size as a single-cell • Electrophoretic separation length of < 1 mm • Performs protein capture using a functionalized polyacrylamide gel that is UV light activated to cause covalent immobilization of all proteins within the gel volume after separation • Molecular weight size separation power supply able to produce 0 - 300 volts • Constant voltage output • Software controls the UV source • Contains a low pressure mercury lamp • Sc-Western chips are compatible with open format fluorescence microarray scanners • Standard one-year warranty • Operational training by a qualified OEM Engineer or Scientist Software Specifications • Scout software analyzes run data • Automatically detects 6,400 electrophoretic lanes on each scWest chip • Automates peak detection and peak quantification • Performs relative quantitation of identified peaks by total area or peak height • Exports data to a spreadsheet or other optional data analysis and presentation packages DELIVERY: Contractor shall provide standard delivery of the instrument within 90 days after the award to: NIH/NCI Bethesda, Maryland 20892. Upon delivery, contractor must notify the NCI Technical Point of Contact, shown on the award, to schedule the delivery date and time. INSTALLATION: Contractor shall install the specified equipment and have ready to use within seven (7) days after delivery and acceptance. PAYMENT: Payment shall be made in arrears after delivery, installation, and upon Government acceptance of the specified equipment, and submission of an invoice to the address shown in the award pursuant to the invoicing instructions in the award. This equipment is manufactured by ProteinSimple. ProteinSimple is the only known manufacturer of a protein-analysis technology platform that performs western-based protein expression measurements on single-cells to characterize protein expression heterogeneity in complex biological samples, and that specifically meets all of the stated technical and scientific requirements required by the CPTR. No other known platform technology combines the unique method of physical separation and immunoassay detection in single-cells. ProteinSimple is the only known company capable of providing the required scientific equipment including: a) installation; b) on-site training by the original equipment manufacturer for their equipment, and c) an original equipment manufacturer one (1) year warranty in aggregate. This notice is not a request for competitive quotation. However, if any interested party, especially small businesses, believes it can meet the above requirement, it may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Responses must be received in the contracting office by 2:00PM EDT, on Sept. 8, 2016. All responses and questions must be in writing and faxed (240) 276-5401 or emailed to Catherine Muir, Contracting Officer via electronic mail at muirca@mail.nih.gov. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, Contractors must be registered and have valid, current Entity Record, including current Representations and Certifications, in the System for Award Management (SAM) through SAM.gov.
