- SUBJECT: Office of the Surgeon General (OTSG) CenteringPregnancy Group Prenatal Care Model, United States Army Medical Command (MEDCOM), Falls Church, VA SOL#: W81K04-16-T-GPCM THIS IS AN INTENT TO SOLE SOURCE; The Health Readiness Contracting Office (Provisional) intends to sole source a service requirement in accordance with 41 U.S.C. 1901 under the authority of FAR Subpart FAR 13.501 to Centering Healthcare Institute, Inc. (CHI, Inc.), located at 89 S. Street, Suite 404, Boston, MA, 02111-2648, for the procurement of a licensed full-concept group prenatal care model program, referred herein as the CenteringPregnancy Group Prenatal Care (CPGPC). The following circumstance in FAR 13.501(a) applies: only one source is reasonably capable of providing the required services to the ten (10) volume-eligible Medical Treat Facilities (MTFs) within the United States Army Medical Command (MEDCOM). CHI, Inc. is uniquely qualified to provide the required services for the Office of the Surgeon General (OTSG), United States Army MEDCOM, Falls Church, VA. CHI, Inc. is the only provider offering a full-concept GPC licensed program and owns all proprietary license and patents for the CPGPC model. DESCRIPTION OF REQUIREMENT: This is a service requirement to provide a full-concept group prenatal care program to the Department of Defense (DoD), United States Army Medical Command (MEDCOM), Office of the Surgeon General (OTSG). The OTSG requires non-personal and non-severable services contract to provide an implementation, education and training, and metric and measurement plans for a group prenatal care model to be applied to volume-eligible MTFs. Services will include a three year process that includes implementation support for system change, training in group facilitation and group care, site approval for model fidelity and quality assurance, practice management and support tools and curriculum materials and supplies that support providers and patients. The contractor shall provide qualified personnel, services, materials, equipment, and supplies necessary to implement a GPC model within ten (10) volume-eligible MTFs. The Contractor shall provide CPGPC annual site licensure and annual in-house licensure to each of the ten (10) MTFs. The program shall also include all supplies such as patient workbooks, trainer guides, and any associated travel cost/per diem related to professional management and development training. A request for a written quote will be issued to CHI, Inc. not later than 19 September 2016 with an anticipated award date of 29 September 2016. The expected requirement shall consist of three years in total duration, from 30 September 2016 to 29 September 2019. The corresponding North American Industry Classification System (NAICS) Code is 611430 -- Professional and Management Development Training, with a Small Business Size Standard of $11.0 million. This notice is not a request for competitive quotes; however, the request for quote will be available upon request and all responsible sources may submit a bid, proposal or quote which shall be considered by the agency.
