Description
SUBJECT: Medical Readiness and Training Command (MRTC) Human Worn Surgical Cut Suits, United States Army Medical Command (MEDCOM), Fort Sam Houston, TX SOL#: W81K04-16-T-HWSS THIS IS AN INTENT TO SOLE SOURCE; The Health Readiness Contracting Office (Provisional) intends to sole source a supply requirement in accordance with 41 U.S.C. 1901 under the authority of FAR Subpart FAR 13.501 to Strategic Operations, Inc. (STOPS), located at 4705 Ruffin Road, San Diego, CA 92123-1611 for the procurement six (6) newly purchased Surgical Cut Suits (brand name). The following circumstance in FAR 13.501(a) applies: only one source is reasonably capable of providing this highly specialized medical training equipment in the case that the surgical simulators must be wearable and allow military medical healthcare professionals to treat and prevent trauma related casualties in a tactical combat simulated environment and physically treat the three primary causes of death on the battlefield (on a real human role player). STOPS is uniquely qualified to provide the required supplies for the Medical Readiness and Training Command (MRTC), United States Army Medical Command (MEDCOM), Fort Sam Houston, TX. STOPS is the original manufacturer of the Surgical Cut Suit and own all proprietary license and patents for the unique human worn surgical simulator. DESCRIPTION OF REQUIREMENT: This is a supply requirement to provide medical training equipment to the Army Reserve (AR), (the Department of Defense (DoD)) through the Medical Readiness Training Command (MRTC). The MRTC requests to purchase a quantity of six (6) human worn surgical simulators, herein referred to as the Cut Suit. Cut Suits provide training opportunities from point of injury through roles 1-3 of care (role 1 point of injury care by the medic and/or battalion aid station; role 2 is basic primary care to include forward resuscitative damage control surgical care and role 3 is care provided in a fully equipped medical treatment facility/hospital). The purchase of the Cut Suits should also include training for twelve (12) end-users; two end-users will be designated for each Cut Suit purchased, on the proper operation and maintenance of the equipment. Shipping shall be included, in the quantity identified to six (6) separate locations throughout the Continental United States. The Contractor shall provide a copy of the standard commercial warranty/warranties with its offer. Each Cut Suit comes with a limited warranty for one year against defects in material and workmanship subject to conditions of use. A request for a written quote will be issued to STOPS not later than 19 September 2016 with an anticipated award date of 29 September 2016. The expected delivery date required is 60 days after the receipt date of the order (RDO). The corresponding North American Industry Classification System (NAICS) Code is 339112 -- Surgical and Medical Instrument Manufacturing, with a Small Business Size Standard of 1,000 employees. This notice is not a request for competitive quotes; however, the request for quote will be available upon request and all responsible sources may submit a bid, proposal or quote which shall be considered by the agency.
