- Request for Quotations #P16PS02309 is for forest restoration through selective thinning of 132 acres in Lewis and Clark National Historical Park, near Astoria, Oregon; the Government will have an option for an additional 32 acres. Amendment #1 posts the site visit notes and extends the due date to 9/2/16 at 2:00 PT. The Contractor shall furnish all needed labor, equipment, supplies, materials, permits, insurance, fees, lodging, and transportation to complete the project. The Contractor will have no entitlement under this contract to the trees cut from the project area. On-site work must begin between October 3 and December 1, 2016, and be completed within 60 days thereafter. PROJECT LOCATION: All work required by this contract will be performed near Astoria, Oregon. Maps and information about the park may be viewed at www.nps.gov/LEWI. SITE VISIT: An optional tour of the forest for any interested parties is planned; date and time are in Section L. Meet at Fort Clatsop Visitor Center, 92343 Fort Clatsop Road, Astoria, OR 97103. Plan to drive your own vehicle during the tour. DETAILS: This is a best value procurement set-aside for small business concerns in accordance with FAR Part 19.5. The NAICS code for this project is 113310 and the small business size standard is 500 employees. All work will be performed under a single firm fixed price contract subject to the Service Contract Act. Prior to the solicitation closing date, all quoters must establish and/or maintain an active registration and complete the online representations and certifications at www.SAM.gov. Prospective quoters must visit FBO periodically to check for amendments and other changes to the contract documents; no notifications will be sent. No paper copies of the solicitation will be mailed or issued. All eligible responsible sources may submit a quote which shall be considered by the National Park Service, however quoters who have not completed the SAM requirements prior to the RFQ due date and time will be considered either ineligible or non-responsive and will not be considered for award.
