Description
Pre-Solicitation Notice - VA118-16-R-1294 Sole Source to Document Storage Systems, Inc. Introduction: This is a Pre-Solicitation notice to announce that Department of Veteran Affairs intends to award a sole source contract in accordance (FAR) 6.302-1 entitled, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements" to Document Storage Systems, Inc. (DSS). The proposed action is for the the renewal of 142 software licenses, maintenance and technical support for the Fee Basis Claims System (FBCS) at the 142 end user sites where FBCS is currently deployed. The requirement includes annual software licenses, and software maintenance services, which include periodic updates, upgrades, enhancements and corrections to the software, training, and technical support, so as to cause the software to perform according to its specifications, documentation or demonstrated claims. The proposed contract shall have a period of performance of October 1, 2016 through September 30, 2017, followed by four 6-month option periods and one 3-month option period. Since the existing FBCS contains proprietary technical data owned by DSS, to which the Government has no access, it is the only software that can ensure full interoperability and compatibility with VA systems, sustaining VHA's ability to pay non-VA claims timely and accurately. Any system other than the DSS's FBCS would require all of these custom interfaces to be redeveloped on a new system, a development and testing process that can take about three years. FBCS is an interim solution enabling VA to continue processing non-VA provider claims until the centralized VA-wide long term claims processing solution (which is part of the overarching Community Care Network Program) can be fully implemented in all 142 locations. Based on this market research, the Government's technical experts have determined that DSS is the only source that can meet the Government's requirements by October 1, 2016.
