- Must Have Specifications This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.106, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation REQ6BSCSLM is being issued as a Request for Quotes (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through FAC 2005-88 15 June 2016. The Government anticipates the award being a Firm Fixed Price contract. The 2012 NAICS code applicable to this acquisition is 337127 and is set aside for small business. To be considered a small business under this NAICS, offerors must not exceed the 500 employee size standard. The USDA, National Veterinary Services Laboratory (NVSL), has a requirement for three (3) 6FT Bench Top Reverse Flow Cabinets. The contractor shall provide the Bench Top Reverse Flow Cabinets complete with salient specifications attached to this solicitation notice. Any resulting award from this solicitation will be a fixed price contract. Responsible offerors must be able to provide the items within 60 days of date of award. Quote shall include all costs associated with: Line Item # 001 Item Description: 6 FT Bench Top Reverse Flow Cabinets See Specifications (Attachment) Unit of Issue: Each Quantity: 3 Total Price: _________________ The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) technical capability of the item offered to meet the Government requirement; (ii) past performance. Technical and past performance, when combined, are more important to cost or price.. The government intends to make award without discussions, but reserves the right to hold discussions if required. DESCRIPTIVE LITERATURE: Offerors shall submit 1 copies of the descriptive literature (with pictures) describing their proposed product with enough detail to ascertain and verify that the product meets the minimum specifications listed on the attached document. DOCUMENTS TO BE INCLUDED IN QUOTE: In order to be considered for award offerors shall provide 1) a Quote on company or formal letterhead detailing the item description, unit price per item and the total price, 2) company DUNS number for verification of current ACTIVE status in the System for Award Management purposes, 3) any documentation necessary for verification that product satisfies the minimum specifications attached. The table below must be filled out and submitted with the quote. Completed Certification AGAR 452.209-70 An Active SAM Entity is required (System for Award Management: www.sam.gov) Quoters must have an Active SAM Entity to receive a funded award. If a Quoter does not have an Active SAM Entity at the time a quote is submitted, the Quoter must provide a completed copy of FAR Provision 52.212-3, Offeror Representations and Certifications -- Commercial Items. Inclusion of the FAR Provision in a quote does not preclude an Active SAM Entity: it only allows receipt of quotes while a SAM Entity becomes Active. Any Quoter who does not have a DUNS number and Active SAM Entity is advised that the Government may award to the next best Quoter rather than delay award while an Entity Activates. Payment will be made by Electronic Funds Transfer (EFT) to the bank account the Contractor designated in its SAM Entity. A SAM Entity of any status other than ‘Active' will prevent payment.
