- NDIA SSJ PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation will be issued in less than 15 days in accordance with FAR 5.203(a). The Request for Quotation (RFQ) number is N66604-16-Q-3362. The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) intends to award a firm fixed price purchase order for the registration of 110 NUWCDIVNPT and Headquarter personnel for attendance at the 2016 Joint Undersea Warfare Technology Fall Conference. Registration for this event was previously provided through various contracts including Contract Numbers N66604-15-P-1018, N66604-15-P-1182, N66604-15-P-1183, N66604-15-P-1184, N66604-15-P-1268, and N66604-15-P-1842. The National Defense Industrial Association (NDIA) is the sole organizer of the 2016 Joint Undersea Warfare Technology Fall Conference as specified in the attached Sole Source Justification. As such, this requirement will be awarded to NDIA on a sole source basis; no substitutions allowed. Interested parties may identify their interest and capability to respond to the requirement. The period of performance is 19 September 2016 through 21 September 2016. This procurement is solicited as unrestricted. The North American Industry Classification System (NAICS) Code for this acquisition is 541990. The Small Business Size Standard is $15M. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-89. The provision at FAR 52.212-1, Instructions to Offerors - Commercial Items applies to this solicitation. The provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items applies to this solicitation. Clauses 52.212-4, Contract Terms and Conditions - Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items apply to this solicitation. The provision at DFARS 252.204-7008, Compliance with Safeguarding Covered Defense Information Controls, applies to this solicitation. Clause 252.204-7009, Limitations on the Use or Disclosure of Third-Party Contractor Reported Cyber Incident Information, and Clause 252.204-7012, Safeguarding Covered Defense Information and Cyber Incident Reporting, apply to this solicitation. This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. The following addenda or additional terms and conditions apply: Defense Priorities and Allocations System (DPAS) rating is DO-C9. This requirement is exempt from 508 requirements. This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines.
