Description
This is a PRE-Solicitation Notice that the National Cemetery Administration will be soliciting offers under Solicitation number VA786-16-R-0245 to provide Flat Bronze Markers. This Acquisition is Unrestricted. The NAICS Code is 327991. Size standard is 500 employees. Material specifications will be in the Statement of Work when the Solicitation is posted to Federal Business Opportunities (FBO). Electronic solicitation will be available at a later determined date, for download, from FBO at http://www.FedBizOpps.gov/. Offerors are advised that they are also responsible for obtaining and signing/dating all Amendments to the solicitation which will also be available on the FBO website. The Contractor shall be required to provide Flat Bronze Markers for Worldwide Distribution for cemeteries in the United States and Abroad within twenty (20) business days following the date the order is issued. The sizes for Flat Bronze Markers are as follows: Product CodeInscription Type B1FLAT BRONZE MARKER (12" X 24") B6FLAT BRONZE MARKER, MEDAL OF HONOR (12" X 24") T1OLD STYLE BRONZE MARKER (12" X 24") T6OLD STYLE BRONZE MARKER, MEDAL OF HONOR (12" X 24") All potential offerors will submit at their expense one (1) inscribed flat bronze marker sample (12" X 24") by the closing date of the solicitation. The samples will be used to determine the potential awardees' ability to manufacture and deliver government flat bronze markers. The sample shall conform to government specifications for: chemical composition of bronze, color, field texture, pigmented finish, protective coating and lettering. The sample shall be clearly marked on the back with permanent marker to show the following: Contractor Name, Solicitation Number and e-mail address. The sample(s) shall be received by Memorial Programs Service (MPS) prior to the closing date of the solicitation. No sample will be accepted after the closing date. The following inscription will be used for this sample" KENNETH Q O'DONNELL Jr SN (SW) US NAVY WORLD WAR II KOREA FEB 29 1938 OCT 4 2008 09 SILVER STAR PURPLE HEART BELOVED HUSBAND & FATHER Material: The chemical composition of the bronze must conform to the art bronze industry practice for commercial bronze memorials. Appearance and performance should not vary from the submitted samples. The sample shall be manufactured in the same facilities to be used in the manufacture of production items. If more than one production facility is to be used, one sample from each additional facility shall be provided. The sample shall be the basis for comparison of all markers produced under this contract. Failure to meet any of the requirements will result in the rejection of the sample. It is recommended the sample be received by Memorial Programs Service (MPS) 10 days prior to the solicitation closing date. If the sample is disapproved by Memorial Programs Service, you will receive notification by the Contracting Officer and you have until the closing date of the solicitation to resubmit a replacement sample. Evaluation criteria for this award will be Lowest Price Technically Acceptable (LPTA). Award will be made to the vendor whose price is lowest amongst all proposals provided and is deemed to be technically acceptable. Having the lowest price does not automatically constitute the premise for award. If your proposal is the lowest price, but your product does not meet the salient characteristics as set forth in the Solicitation and Statement of Work and an approved Sample by the Memorial Program Services, you will not be awarded the contract. All proposals shall be submitted through the Department of Veterans Affairs - Electronic Management System (eCMS) Vendor Portal website in order to be considered for award. Go to the Vendor Portal website at https://www.vendorportal.ecms.va.gov. Once on the webpage, proceed to the Vendor Portal Login section located on the far left side of the webpage. Click on 'Request a user account' to register. In the event an Offeror is unable to submit a proposal through the Vendor Portal domain, prior to the solicitation closing date, contact the VAAS helpdesk at 1-877-634-3739, or via email at VA.Acquisition.Systems@va.gov Submission of proposals through E-mail will NOT be accepted. Proposal transmission/uploads shall be completed by the date/time specified in the solicitation. Late or incomplete proposals will not be considered. No telephone requests/question will be accepted.
