Description
This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the commercial items found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/). The RFQ number is N00604-16-T-3186. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-89-1 and DFARS Publication Notice 20160811. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 315990 and the Small Business Standard is 500 Employees. The Small Business Office concurs with the full and open strategy. The NAVSUP Fleet Logistics Center, Pearl Harbor requests responses from qualified sources capable of providing the supplies listed in the below CLINS. The proposed contract action is for a brand name or equal product. The brand name is HILO HATTIE and the salient characteristics and apparel designs are listed in Attachment 1. Provide information required by FAR 52.211-6, Brand Name or Equal when submitting offers for brand name or equal products. This is a firm fixed priced supply type requirement with a 12 month base year and four 12 month option periods. The period of performance for CLIN 0001 “ CLIN 0011 is 09/23/2016 “ 09/22/2017. All clothing requirements shall be delivered no later than six (6 weeks) after the date of contract award. CLIN 0001 Hilo Hattie Pants, 50 each (See Attachment 1 - Design A) CLIN 0002 Hilo Hattie Shirt or Camp Blouse, 7 each (See Attachment 1 - Design B) CLIN 0003 Hilo Hattie Shirt or Camp Blouse, 7 each (See Attachment 1 - Design C) CLIN 0004 Hilo Hattie Aloha Shirt, 10 each (See Attachment 1 - Design D) CLIN 0005 Hilo Hattie Aloha Shirt, 3 each (See Attachment 1 - Design E) CLIN 0006 Hilo Hattie Aloha Shirt, 10 each (See Attachment 1 “ Design F) CLIN 0007 Hilo Hattie Aloha Shirt, 3 each (See Attachment 1 - Design G) CLIN 0008 Hilo Hattie Aloha Shirt, 3 each (See Attachment 1 - Design H) CLIN 0009 Hilo Hattie Aloha Shirt, 7 each (See Attachment 1 - Design I) CLIN 0010 Hilo Hattie Polo Shirts, 9 each CLIN 0011 Clothing Replacement, 1 group at a NTE amount of $2,000.00, Offeror does not provide a quote for this NTE CLIN. Clothing replacements will be at the firm fixed price cost quoted for CLINs 0001-0010 for the base year and subsequent option years. Clothing replacements shall be delivered no later than six (6) weeks after date of award and will be executed only after coordination with the Technical Point of Contact. Ordering procedures to govern this CLIN will be provided in the contract The offeror is to provide a quote for the base year and all subsequent option periods. An amount of $2K will be added to the total contract cost per the clothing replacement clin defined in CLIN 0011, CLIN 1011, CLIN 2011, CLIN 3011, CLIN 4011 to determine the lowest priced offer. Period of Performances: Base Year - 23 September 2016 - 22 September 2017 Option Year 1 - 23 September 2017 - 22 September 2018 Option Year 2 - 23 September 2018 - 22 September 2019 Option Year 3 - 23 September 2019 - 22 September 2020 Option Year 4 - 23 September 2020 - 22 September 2021 Instructions to Offers: 1.Offeror is to provide a standard price per clothing item for the base year CLINS and option year CLINS. Sizing is not provided or gender of clothing. Sizing will be between men ™s and women ™s extra small (XS) and extra-large (XL). 2.Offeror is to provide alteration services to hem the length of each pants noted in CLIN 0001 and is to be included in the price of the clothing. This will be at no extra charge to the government. Alterations shall be returned within seven (7) business days. 3.Offeror is to provide on-site sizing for clothing measurement before production and is to be included in the price of the clothing. This will be at no extra charge to the government. The contractor shall schedule a sizing session through the government point of contact within five (5) business days of the date of the contract award. 4.The design options of CLINS 0001-0010 are for the base year only. If the options are exercised, then the awardee shall provide design options per option term of the contract. The selection of a new option design shall have no impact to the cost quoted for the option years and shall be coordinate with the Technical Point of Contact. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. The place of delivery is HQ USPACOM Warehouse, Building 700, Elrod Road, Camp H.M. Smith, Hawaii 96861. Deliveries shall be made during normal hours of operation from 7:30 am through 4:00 pm, Mon “ Fri, excluding holidays. Award Selection shall be evaluated on a Lowest Price Technically Acceptable (LPTA) basis: Procedures in FAR 13.106 are applicable to this procurement. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors “ a combination of lowest price, technical acceptability as defined in providing the brand name or salient characteristics and meeting the requirements in the instructions to offerors and a determination of responsibility. Offerors shall include a statement that they take no exception to the instructions to offerors. Additionally, to be considered for evaluation offerors must quote on all items. Question Submission: Interested offerors must submit any questions concerning the solicitation at the earliest time possible to enable the Buyer to respond. Please submit questions no later than 09 September 2016 at 1600 HST. This announcement will close at 1600 PM HST on 14 September 2016.
