- Solicitation: W911S8-17-R-0002 Agency/Office: Army Contracting Command, MICC Location: MICC - Joint Base Lewis-McChord and Yakima Training Center Title: Pavement Markings and Rubber Removal Description(s): Revised 30 Aug 16 SOURCES SOUGHT SYNOPSIS: W911S8-17-R-0002 (Revised) The Department of the Army, Director of Public Works, Joint Base Lewis-McChord, Yakima Training Center, Yakima, Washington, is issuing this Sources Sought (SS) as a means of conducting market research to identify commercial sources capable of providing, a non-personal services contract to provide Pavement Markings and Flight-line Rubber Removal. The intended contract period is for a 1-year base period with four (4) one-year option periods (five years total). EXISTING CONTRACT: W911S8-12-D-0010 Description of Services: Provide all plant, tools, equipment, materials, and labor to execute striping requirements for Joint Base Lewis-McChord (JBLM) and Yakima Training Center (YTC), WA. The intended contract is a construction IDIQ covering a broad range of street, parking lot, and airfield striping at locations stated in the PWS. The Government will identify specific jobs and issue individual Task Orders. All work will be completed IAW the applicable specifications & drawings. The contractor shall receive Requests for Proposal, Sign Task Orders/Notices to Proceed, receive and initiate contract correspondence, and provide other support to accomplishing projects under their respective task orders The magnitude of requirements will vary but a majority are expected to range from $2,500 to $750K. Requirements will include pavement, and airfield markings, layout, marking removal including environmental clean-up and rubber removal (incidental to the work). A SOURCES SOUGHT QUESTIONNAIRE is below. Responses to the Questionnaire are encouraged from all interested parties. You are advised that providing responses to the questions will not automatically include you in the acquisition process for this solicitation. Please provide any additional feedback in your response that you feel is relevant. Please limit your responses to three (3) pages or less. Small Business Size Standards Descriptions and Instructions: 1. Business Size applicable to the NAICS Code 237310, " Highway, Street, and Bridge Construction, which includes Specialty trade contractors are included in this group if they are engaged in activities primarily related to highway, street, and bridge construction;" the largest a firm can be and still qualify as a small business for Federal Government programs is no larger than $36.5 Million average annual receipts under tentative NAICS code 237310. • Please state which of the following applies to your company: a. 8(a) Small Business Concern; If claiming 8(a) status, an 8(a) Certification from the Small Business Administration (SBA), needed prior to award. b. HUBZone Small Business Concern; If claiming HUBZone status, HUBZONE Certificate from the SBA, needed prior to award. c. Service-Disabled Veteran Owned Small Business Concern (SDVOSBC); If claiming SDVOSBC status, shows the Service Disabled Veteran (SDV) unconditionally owns 51 % of the business, controls the management and daily operations, and holds the highest officer position in the company. Documentation should also be provided to show that the SDV has a service-connected disability that has been determined by the Department of Defense or Department of Veteran Affairs. Finally, provide documentation that shows the business is small under the NAICS code 237310, " Highway, Street, and Bridge Construction, which includes Specialty trade contractors are included in this group if they are engaged in activities primarily related to highway, street, and bridge construction;" the largest a firm can be and still qualify as a small business for Federal Government programs is no larger than $36.5 Million average annual receipts under tentative NAICS code 237310. d. Economically Disadvantaged Woman Owned Small Business Concern (EDWOSB); If claiming EDWOSB status, the company is at least 51% owned by one or more women who are "economically disadvantaged", and primarily managed by an economically disadvantaged woman that make long-term decisions for the business, hold the highest officer position in the business and work at the business full-time during normal working hours. The documentation should also show the business is small under the NAICS code 237310, " Highway, Street, and Bridge Construction, which includes Specialty trade contractors are included in this group if they are engaged in activities primarily related to highway, street, and bridge construction;" the largest a firm can be and still qualify as a small business for Federal Government programs is no larger than $36.5 Million average annual receipts under tentative NAICS code 237310. e.
