- The Aviation Development Directorate-Aviation Applied Technology Directorate (ADD-AATD) Contracting Division, U.S. Army Contracting Command, intends to award a firm-fixed-price contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-90. The solicitation number is W911W6-16-T-0018 and is issued as a request for quote. The proposed contract action, a commercial purchase in accordance with FAR Part 13, Simplified Acquisition Procedures, is for procurement of support services for a complete upgrade to AATD Windchill environment and migration to a new server. Offerors shall include in their quote a cost breakdown and delivery schedule (not to extend two months after receipt of order). The support services shall include the following: 1. SCOPE. (1.1) Review of current Windchill 10.0 environment; installation, configuration, and validation of latest version Windchill environment; preparation of Windchill 10.0 environment for upgrade; rehearsal upgrade of Windchill 10.0 environment to latest version environment; validation of rehearsal upgrade; production upgrade of Windchill 10.0 environment, configuration, validation, and optimization of latest version environment; training overview of enhancements to user base (approximately 30 users) and follow-on support; and Creo and Document Publisher Configuration. (1.2) Following completion of the upgrade, the contractor shall work with ADD-AATD to develop and implement workflows to expand the capabilities provided by Windchill, to include capture, analyze, and develop business process; business process/workflow development, implementation, and training; Windchill access control development; Windchill Desktop integration development; and Windchill Common Access Card (CAC) authentication configuration. 2. DETAILS OF UPGRADE ACTIVITIES. (2.1) WINDCHILL 10.0 ENVIRONMENT REVIEW. (2.2) WINDCHILL LATEST VERSION INSTALLATION, CONFIGURATION, AND VALIDATION. (2.3) WINDCHILL UPGRADE. (2.4) TRAINING AND SUPPORT. (2.5) CREO AND DOCUMENT PUBLISHER CONFIGURATION. 3. DETAILS OF BUSINESS PROCESS/WORKFLOW DEVELOPMENT AND IMPLEMENTATION ACTIVITIES. (3.1) CAPTURE, ANALYSIS, AND DEVELOPMENT OF BUSINESS PROCESS/WORKFLOW. (3.2) BUSINESS PROCESS/WORKFLOW DEVELOPMENT, IMPLEMENTATION AND TRAINING. (3.3) WINDCHILL ACCESS CONTROL DEVELOPMENT. (3.4) WINDCHILL DESKTOP INTEGRATION CONFIGURATION. 3.5 WINDCHILL CAC AUTHENTICATION CONFIGURATION. 4. SYSTEM CONFIGURATION. 5. DELIVERABLES. The following shall be delivered to ADD-AATD, 401 Lee Boulevard, Fort Eustis, VA 23604-5577: AATD Business Process Design Requirements document, Windchill Business Process Workflows document, Windchill Business Process Training/Reference document, AATD Windchill Access Control Configuration document, AATD Windchill Desktop Integration End User document, and Windchill CAC Authentication Configuration document. Delivery, Inspection, Acceptance and F.O.B. Point will be at Destination, Fort Eustis, Virginia 23604.
