- (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is HHS-NIH-NIDA-SSSA-CSS-2016-628 and the solicitation is issued as a Request for Quotation (RFQ) on a full and open competitive basis with no set aside restriction. This acquisition is for a commercial item or service and is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures; FAR Subpart 13.5-Test Program for Certain Commercial Items; and FAR Part 12-Acquisition of Commercial Items, and is expected to exceed the simplified acquisition threshold of $150,000.00. A fixed-price type contract is contemplated for any resulting contract entered into as a result of this solicitation. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC Number/Effective Date: FAC 2005-89-1 / 08-15-2016. (iv) The North American Industry Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing with associated business size standard 500 employees.. (v) Background The National Institute of Aging (NIA), one of the 27 Institutes and Centers of the National Institutes of Health, leads a broad scientific effort to understand the nature of aging and to extend the healthy, active years of life. The Intramural Research Program (IRP) of the NIA provides a stimulating setting for a comprehensive effort to understand aging through multidisciplinary investigator-initiated research. The IRP is located in federally-leased buildings on the Johns Hopkins Bayview Medical Campus in Baltimore, MD. The goals of the IRP are to support a broad-based research program centered on critical issues regarding the general biology of aging and age-associated diseases and disabilities. The IRP owns and operates a Philips Achieva 3T Magnet at the Laboratory of Clinical Investigation located in the NIA Clinical Unit at Harbor Hospital located at 3001 S Hanover St, Baltimore, MD 21225. The Achieva 3T Magnet is used at NIA to conduct preliminary trials at the MRI facility under NIA Clinical Trials protocols. Magnetic resonance imaging (MRI) studies provide important information on the structure and function of various body systems, including the brain, muscles, joints, heart, and blood vessels. Scientific applications of MRI scans often use techniques that need to be modified or refined before they are used in clinical studies. Purpose and Objective: The purpose of this requirement is to obtain a dual tuned head specialized RF coil that needs to be compatible with the existing Philips Achieva 3T MRI system. This hardware will allow NIA to obtain both proton and phosphorous images and spectra on our MR system; and fully be in accordance with the following essential features per this requirement. The 1H coil design shall allow for parallel reception of 8 channels for accelerated acquisition methods resulting in reduced scan times and more cost-effective operation. The 31P coil is a quadrature design allowing for transmission and reception of radio frequency pulses with spatially uniform field homogeneity allowing for implementation of 31P spectroscopy sequences which are not appropriate for the current surface coil configuration. The design coupling of these two nuclei (1H and 31P) into a single coil will permit the acquisition of images and spectra from both of these nuclei in the same exam without the increased time of removing the subject from the scanner and changing hardware. This functionality as well as the increased homogeneity of the quadrature 31P coil design is expected to allow bioenergetics measurements of the brain in an increased number of studies compared with the current coil selection. Product Description: Products offered must include those salient physical, functional, or other characteristics hereby identified as the essential government requirements needing to be achieved. Specifically, products offered shall contain the ability to achieve the following essential features: Specifically, the contractor shall provide a Dual Tuned head coil for 1H/30P for Philips Achieva 3T system that fulfills the following essential features described in this requirement. 1. Dual tuned head coil will have quadrature birdcage T/R coil for 31P and an 8-channel loop volume array for 1H reception with body coil for transmit purpose 2. Interface electronics for quad T/R coil for 31P and 8 Rx channels for 1H will be inbuilt in the coil-housing base. 3. Baluns will be placed at coil for both elements; two additional baluns will be placed on cables (one for 31P and other for 1H; two separate ODU connectors). 4. Electromagnetic modeling and calculation of magnetic fields, SAR and coil calibration and calorimetric testing shall be performed. 5. Coil elements shall be placed in a rugged and comfortable housing position for human subjects with visibility for f-MRI studies. 6. Coil shall be mounted on a sliding rail platform for easy positioning on patient Contractor shall provide progress updates to the COR via email on status of iterations conducted, or planned to be conducted, in the design, construction and testing phases on a weekly basis, or as otherwise requested by the COR and mutually agreed upon by the contractor. GOVERNMENT RESPONSIBILITIES The Government will provide contractor access to Government facility located at Harbor Hospital, 3001 S. Hanover Street, Floor 5; Baltimore, Maryland 21225. TRAVEL Travel will not be a reimbursable expense. Testing of specialized RF coils may require travel to and access for the specific MR platform for which the coil will be installed. SECTION 508 - ELECTRONIC AND INFORMATION TECHNOLOGY STANDARDS The contractor shall comply with Section 508 of the Rehabilitation Act (29 U.S.C. § 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998. CONTRACTING OFFICER'S REPRESENTATIVE (COR) The following Contracting Officer's Representative (COR) will represent the Government for the purpose of this contract: TO BE DETERMINED AT TIME OF AWARD The COR is responsible for: (1) monitoring the Contractor's technical progress, including the surveillance and assessment of performance and recommending to the Contracting Officer changes in requirements; (2) interpreting the statement of work and any other technical performance requirements; (3) performing technical evaluation as required; (4) performing technical inspections and acceptances required by this contract; and (5) assisting in the resolution of technical problems encountered during performance. The Contracting Officer is the only person with authority to act as agent of the Government under this contract. Only the Contracting Officer has authority to: (1) direct or negotiate any changes in the statement of work; (2) modify or extend the period of performance; (3) change the delivery schedule; (4) authorize reimbursement to the Contractor for any costs incurred during the performance of this contract; (5) otherwise change any terms and conditions of this contract; or (6) sign written licensing agreements. Any signed agreement shall be incorporated by reference in the contract. The Government may unilaterally change the COR designation for this contract. (vi) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. The following is provided as an addendum to FAR clause 52.212-1, Instructions to Offerors. Offerors should indicate an estimated delivery time in full after receipt of an order and any other training or warranty schedules applicable. Inspection and acceptance will be performed at the National Institutes of Health, National Institute on Aging, located at 251 Bayview Boulevard, Baltimore, MD 21224. The Government expected delivery and installation timeframe is 6 weeks after contractor receipt of an order resulting from this solicitation. (vii) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The following is an addendum to 52.212-2. (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Evaluation factors that will be used to evaluate the offer most advantageous to the Government, price and other factors considered, include: (1) Technical Approach. The Technical Approach will be used to evaluate and select a contractor. Price will be considered in the evaluation and selection, but Price will not be rated. Technical Approach will be evaluated using adjective ratings and no numeric point system will be used. Price will be considered to be of lesser importance than technical factors. Responses to this RFQ should address each of the requirements described in this solicitation in sufficient detail to demonstrate a clear understanding and compliance with requirements. The Technical Approach proposed will be evaluated based on the following Subfactors: a)Ability to meet all essential features, requirements and delivery requirements described herein; b)Technical Approach, knowledge, and experience. Contractor shall clearly indicate prior knowledge of and experience with performing the subject requirement. That Offeror shall include applicable Resume/Curriculum Vitae of key identified personnel. Offerors shall also submit documented evidence of any published manuscripts in peer-reviewed journals of this or a related field. (2) Price. The Government will evaluate offers for award purposes by making a price reasonableness determination. Offerors may respond with a quotation indicating their ability to provide the essential features stated in this solicitation. Pricing proposals shall indicate the unit price of the supplies specified in this solicitation, including shipping cost and estimated time of delivery after receipt of order, and warranty and training considerations. Responses will be evaluated based on contractor's ability to meet the government's essential requirements stated in this notice and on ability to deliver required supplies. Offerors must submit historical pricing information essentially equal to a commercial item price list containing the price offered for the subject supply. Offerors may submit a redacted copy of a previous contract, order, or agreement executed by a commercial or public entity indicating the unit and total cost of the same, or similar, type of work performed; or a copy of a redacted previous invoice showing unit cost and total cost of the same, or similar, type of work performed for commercial or government entities, to fulfill this requirement. Technical is significantly more important than cost or price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. (viii) The provision at FAR Clause 52.212-3, Offeror Representations and Certifications Commercial Items, applies to this acquisition. (ix) The provision at FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. An addendum to FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, Offeror Representations and Certifications Commercial Items, applies to this acquisition. (x) The provision of FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items applies to this acquisition and is included as an attachment to this solicitation. (xi) There are no additional contract requirement(s) or terms and conditions applicable to this acquisition. (xii) The Defense Priorities and Allocations System (DPAS) are not applicable to this requirement. (xiii) Responses to this solicitation must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. Responses to this solicitation must include clear and convincing evidence of the offeror's capability of fulfilling the requirement as it relates to the technical evaluation criteria and a price proposal. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with their offer, or provide a copy of the valid certifications registrations and Representation and Certifications from the System of Award Management (SAM) applications at www.SAM.gov, which may be indicated on the Offeror's cover sheet. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All Offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." All responses must be received no later than the date specified in this announcement.
