- Department of Commerce, National Oceanic and Atmospheric Administration, National Marine Fisheries Service, Northeast Fisheries Science Center, (NEFSC) requires Midwater Trawl Doors The most significant issue with deploying and recovering the operational net from smaller vessels or vessels not configured for trawling operations is the size of the midwater trawl doors. The current doors are large and too bulky for safe handling therefore a smaller midwater trawl doors is required for safe and effective trawling from a variety of vessels. Having available smaller midwater trawl doors will increase the number and types of vessels that can conduct midwater trawling operations. REQUIREMENT: a. - The contractor shall provide one pair of midwater trawl doors in the size range between 1 m 2 and 1.5 m 2, i.e., one pair at 1 m 2 or 1.5 m 2 or a size in between. This size range sets the dimensions of the doors – i.e., height x width = door size. b. - The Government is seeking a high-aspect style door, but will consider other types. c. - The maximum weight of the door shall be 500 lbs per door. The Government prefers the heaviest door possible not exceeding the 500lb maximum. d. - The doors shall have multiple tow configurations to allow setting the “angle of attack”. Government prefers doors with multiple configurations and a wider set of angles. This is a 100% Total Small Business Set-aside. The North American Industry Classification System (NAICS) code for the acquisition is 332999, All Other Miscellaneous Fabricated Metal Product Manufacturing. The small business size standard is 750 employees. The solicitation and proposed fixed-price contract will be issued utilizing FAR Part 12 and FAR Part 13. The Award will be made to the quoter whose quote meets all Statement of Work and solicitation requirements and is determined to be the best value, by an integrated assessment of price and non-price evaluation factors to be listed in the solicitation. Solicitation documents will be made available for download on or about August 30, 2016 via http://www.fbo.gov/. Hard copies of the RFQ will not be issued. It is incumbent upon contractors to monitor FedBizOps for the release of the RFQ, Statement of Work, and all subsequent amendments. To be eligible for award, quoters must be registered in the System for Award Management (SAM) database at www.sam.gov; quoters must also obtain a Data Universal Numbering System (DUNS) number and provide it with the quote. Quotes shall be submitted no later than September 8, 2016, 11:00 AM EST.
