Description
Peer Leadership Training Curriculum Development Intent to Sole Source Peer Leadership Training Curriculum Development Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse treatment (CSAT), Office of Director, Office of Consumer Affairs (OCA) intends to sole source to: Yale PRCH PRCH319 Peck Street Building 1 New Haven, CT 06513 The Department of Health and Human Services (DHHS), Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse treatment has a requirement to develop a Peer Leadership Training Curriculum (The curriculum) based on a review of existing research and other literature on management, system design and operations, and leadership development, with focused attention on translating lived experience expertise and knowledge into effecting transformative change in large systems. Particular attention to topics that impact inclusion of peer leadership for communities of color, youth, and LGBT will be covered in order to cultivate leadership among these under-represented groups. The curriculum will include recommended content for on-line/virtual on-going mentorship and technical assistance. The curriculum will be implemented, piloted and revised for dissemination for use by current and emerging leaders with lived experience around the country. One key component to system transformation efforts that has received little attention to date is the development of lived experience leadership working at the highest levels of mental health systems. Within the U.S., policies need substantial involvement of persons in recovery at all levels of system design, planning, and management. However, there are few people with openly acknowledged lived experience in system leadership positions and there is a gap in training and development in order for future generations to effectively participate and become leaders in these systems. In order to develop and acquire the Knowledge Skills and Attitudes/Attributes (KSA's) associated with leadership, the curriculum should include domains related to personal development, knowledge development and skills development that can also support and sustain continued training, development and ongoing mentorship of the peer leaders. Within the past decade, there has been an expansion of the peer workforce in part due to the Centers for Medicare and Medicaid Services (CMS) guidance to the field to support reimbursable peer services and the implementation of the Affordable Care Act. As systems and services continue to address the burgeoning need for treatment, services and supports for those with mental and substance used disorders, workforce shortages, new policies and procedures related to Health Information Technology, and the use of technology to support and sustain recovery, speak to the urgency of ensuring peer leaders have the training and expertise necessary to be integral and critical partners in these emerging systems. This is not a solicitation for competitive proposal. No solicitation document is available.
