- This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts or quotations. The purpose of this notice is to obtain information regarding the availability and capability of qualified sources and whether or not to conduct this procurement on a competitive basis. The NAICS code is 519120 and the size standard is $15M. Your responses to the information requested will assist the Government in determining the appropriate acquisition method. The Government intends to award a Firm Fixed-Price contract to the successful offeror. Tripler Army Medical Center (TAMC) has a requirement for renewal of electronic database subscriptions to a single address for domestic databases in electronic format, to include average price index and electronic data exchange. The requirement is for three basic services: 1. Basic Renewal Services. These services include placing renewal orders for databases, pre-paying publishers, providing administrative assistance in access and other routine areas of communication with publishers regarding databases ordered, and providing management reports and related assistance in managing database subscriptions. Vendors shall provide basic subscription services to execute and manage orders for new and renewal subscriptions to serial publications, both print and electronic. These tasks fall into the following four critical areas: Ordering and renewing subscriptions Serving as the member's fiscal agent with publishers, including making timely prepayments, processing refunds, supplemental and bill-later charges. Facilitating timely access to, and claiming delivery of ordered subscriptions, both print and electronic. Providing reports and other administrative support for serials management. 2. Support Services. These services include a range of database-related products and services which Tripler library requires in addition to Basic Renewal Services. Examples include, providing MARC serial record data in electronic format to load in our local system, SirsiDynix Horizon Integrated Library System. In support of basic subscription order and renewal services, the vendor shall perform the following services and provide products as described below: Electronic Vendor System. If applicable, the vendor shall provide an electronic system to provide information regarding new and renewal subscriptions information (Internet, client, FTP (File Transfer Protocol), etc.), that, at a minimum, includes the following features: - Ability to search by: Title or series; ISSN (International Standard Serial Number); Account number; and Vendor reference number. - Display Features. The vendor shall provide the ability to search the vendor's database to determine availability and cost prior to placement of an order and provide database system training and/or documentation at no cost to the library. - Bibliographic/order information for each serial title including title, publisher, ISSN, frequency; - Pricing options; - Invoice payment information for, at a minimum, the current and previous year; - List of outstanding claims (by title) including current status and number of times claimed. - Ability to indicate the need to place a new order, but allowing the vendor to make sure the order does not exceed the customer's available funding. 3. Specialized Electronic Access Services. The contractor shall provide web-based access to electronic databases, other software and interfaces to manage access, and collection development. Tripler Medical Library requires the following systems and services for managing access to electronic publications (e-databases), and subscriptions via the Web: links resolution and management; access to and management of information about customer's licenses; special customized collection reports, ILS (Integrated Library System) integration services; and similar services. The vendor will provide customer specific solutions to ordering, access, and maintenance of electronic journals. Any assistance offered by a subscription agent regarding licensing shall be offered. Pricing formulas shall be predefined where possible. Specialized Electronic Access Services covers electronic and Web-based interactive tools for electronic publications access and management. Services offered under this category may include the following: - User Interface to Electronic Publications - Management of Electronic Publication Subscriptions, including link resolvers - Support for Licenses, including full text of licenses - User Authorizations for access to usage data, management reports, and subscription price information The Regional Health Contracting Office-Pacific intends to acquire a commercial item using FAR Part 12. This procurement is being conducted under FAR Part 13.5 Simplified Procedures for Certain Commercial Items. Interested organizations may submit their capabilities and qualifications to perform the effort in writing no later than 1September 2016 at 10:00 AM Hawaii Standard Time. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Vendors are invited to submit information demonstrating their ability to fulfill the requirement in the form of a capability response that addresses the specific requirement identified in this notice. Responses to this notice should include company name, address, telephone number, point of contact (POC), and brochures which will allow the Government to understand your offerings and options. Telephone responses will not be accepted. All vendors providing to the Federal Government are required to be registered in the System for Award Management (SAM) registry with NAICS code 519120.
