SF-1449 Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E226, Bethesda, MD 20892, UNITED STATES. Description The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT) plans to procure Training for Unified Communication Rollout to NIH Campus Users. This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. N02CO62641-24 includes all applicable provisions and clauses in effect through FAR FAC 2005-89 (August 2016) simplified procedures for commercial items. The North American Industry Classification System code is 611420 and the business size standard is $11,000,000. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. It has been determined there are no opportunities to acquire green products or services for this procurement. Background: The NCI Center for Biomedical Informatics and Information Technology (CBIIT) provides for the appropriate use of data science, informatics, and IT, exemplifying a commitment to customer service, teamwork, pride, professionalism and resulting in optimal support of the NCI's mission to accelerate the prevention and treatment of cancer. CBIIT is requesting Training for Unified Communication Rollout to NIH Main Campus. This training will include training end-users on the functions of the new software and devices. Scope: The Contractor shall provide one or more experienced instructors to prepare training materials and teach a total of 100 IT training sessions to non-technical end-users over a one-year period. Training sessions will be held on the NIH Main Campus at 9000 Rockville Pike, Bethesda, Maryland. Contractor Requirements: The end-user training sessions will be hands-on with in-person instructors. Training shall include instruction on how to use Jabber's collaboration tools (softphone, chat, presence, etc.), how to use Cisco Personal Communications Assistant to set the voicemail PIN, and how to use UC Self Care Portal to set speed dials. Class participants will include NCI research scientists, grants administrators, and other administrative staff. Training sessions are not for IT technicians, and will not include instruction on how to set up or install the Cisco phone service or Jabber software. The instructor will create or customize existing training material as necessary to meet NCI's needs and the instructor's training style prior to beginning the training sessions. All classes will include in-person instruction, handouts, demonstrations, and hands-on exercises in using these tools. Duration of each training session should be 2-3 hours. NCI will handle administrative tasks such as advertising the class, registration, and copying student materials. NCI will provide PC laptops, Cisco phones, and IT support to set up this equipment in the rooms that will be used as training rooms. Experience: Instructors need to be experienced in providing hands-on IT instruction to end-users, but they do not need to be familiar with the Jabber software or the Cisco phone. A Cisco Certified training instructor is not required. NCI will provide the instructor with a Cisco phone, the Jabber software, a train-the-trainer session with an expert from Cisco, access to Cisco training videos, and sample training materials so the instructor can learn to use the technology. Deliverables: Training materials shall be delivered by October 7, 2016; first classes are anticipated to begin on October 17, 2016. Frequency of classes will be three or four per week. Specific schedule will be determined after contract award. Period of Performance: September 26, 2016 - September 25, 2017 Payment: Upon receipt and acceptance by the government, payment shall be made per class basis and as stated in the invoice and payment provisions. Place of Performance: The training described herein shall be performed at NIH Government provided facilities located at NIH Main Campus, 9000 Rockville Pike, Bethesda, MD 20892. QUESTIONS ARE DUE: September 2, 2016 at 5:00 pm EST. PROVISIONS AND CLAUSES: The following FAR provisions and clauses apply to this acquisition: 52.212-1 Instruction to Offerors Commercial Items (October 2015) 52.212-2, Evaluation Commercial Items (October 2014): The technical evaluation will be a determination based on information furnished by the vendor. The Government is not responsible for locating or securing any information which is not identified in the proposal. The Government reserves the right to make an award without discussions. a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Technical and Management Approach (40) 2. Experience and Expertise of Staff (40) 3. Corporate Capabilities and Past Performance (20) 4. Quotations must be received in the NCI-OA contracting office by 5:00 pm EST on September 7 2016. Please refer to solicitation number N02CO62641-24 on all correspondence. No collect calls will be accepted. Electronic quotations will be accepted. All questions shall be in writing and may be addressed to the aforementioned individual noted above. In order to receive an award, contractors must be registered and have valid certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Applications (ORCA) through www.sam.gov. BASIS FOR AWARD: Selection of an offeror for award will be based on an evaluation of proposals against four factors. The factors, in order of importance are: Technical and Management Approach, Experience and Expertise of Staff, Corporate Capabilities and Past Performance and Costs. All evaluation factors other than cost or price, when combined, are significantly more important than cost or price. However, cost/price may become a critical factor in source selection in the event that two or more offerors are determined to be essentially equal following the evaluation of all factors other than cost/price. The process described in FAR 15.101-1 may be employed, which permits the Government to make tradeoffs among cost or price and non-cost factors to consider award to other than the lowest price offer or other than the highest technically rated factor. The Government intends to make an award to the offeror whose proposals provide the best overall value to the Government. The evaluation will be based on the demonstrated capabilities of the prospective Contractors in relation to the needs set forth in the Combined Synopsis/Solicitation. The merits of each proposal will be evaluated carefully. Each proposal must document the feasibility of successful implementation of the requirements of the Combined Synopsis/Solicitation. Offerors must submit information sufficient to evaluate their proposals based on the detailed factors listed below. The Evaluation Process: The Government will award a contract resulting from this quotation to the responsible contractor whose quote conforming to the quotation will be the most advantageous to the Government, price and other factors considered. The following evaluation factors shall be used to evaluate the prospective contractors and are listed in order of importance. Technical and Management Approach (40%) Experience and Expertise of Staff (40%) Corporate Capabilities and Past Performance (20%) Costs TECHNICAL EVALUATION CRITERIA: 1. Technical and Management Approach (40 points) The offeror will be evaluated on its proposed approach to conduct the tasks outlined and complete required tasks and deliverables. This may include how the offeror proposes to plan, manage, control, and provide the support and services required in the statement of work. The offeror should discuss its approach to meeting the requirements of the statement of work in sufficient detail to demonstrate its understanding of the requirements and to allow NCI to evaluate its approach. 2. Experience and Expertise of Staff (40 points) Offerors will be evaluated on the demonstrated experience, expertise, and successful history of performance of similar projects and tasks by proposed staff. The Offeror's staff will be evaluated based on credentials, experience, and expertise and descriptions of key roles and submitted résumés illustrating an appropriate skill mix and experience of key staff and other proposed technical, management, and project support staff. 3. Corporate Capabilities and Past Performance (20 points) This refers to the offeror's corporate resources, capabilities and performance results (outcomes) of similar tasks including demonstrated knowledge and experience designing IT instructional material and delivering in-person IT training to individuals in a business environment. 4. Costs Proposed hourly rates shall be "fully loaded" inclusive of all related costs, including direct labor, fringe benefits, training, overhead, profit, vacation and holiday pay, future pay/benefit increases, overtime and shift differential. A breakdown of travel and ODCs shall be provided with response. Offerors price proposal will be evaluated for reasonableness. For price to be considered to be reasonable, it must represent a price to the Government that a prudent person would pay when consideration is given to the price in the market. Normally, price reasonableness is established through adequate price competition, but may also be determined through price analysis techniques as described in FAR 15.404
