- INSTALLATION OF EMERGENCY GENERATORS AT SUMMIT AND HEADQUARTERS VISITOR CENTERS, HALEAKALA NATIONAL PARK This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number P16PS02769 is issued as a Request for Quote (RFQ), to install two emergency generators at the Summit and Headquarters Visitor Centers of Haleakala National Park, Maui, Hawaii. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-89 dated August 15, 2016. This acquisition is a 100% small business set aside, using NAICS 238210, Electrical Contractors and Other Wiring Installation Contractors, size standard $15.0M. The contractor who is selected for this project will provide all labor, material, supplies and travel necessary to complete this performance work statement. Work to be performed at: Haleakala National Park, Maui, Hawaii. The provision at 52.212-1 Instructions to Offerors-Commercial Items applies to this solicitation. The provision at 52.212-3 Offeror Representations and Certifications - Commercial Items applies to this offer- the selected offeror must submit a completed copy of the listed representations and certifications. The clauses at FAR 52.212-4, contract Terms and Conditions-Commercial Items and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, to include the following clauses sited and incorporated by reference: FAR 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34 and the following clauses in paragraph (c) 52.222-41, 52.222-55. The full text of the referenced FAR clauses may be accessed electronically at https://www.acquisition.gov/far/. 52.212-2 Evaluation Commercial Items (JAN 1999) This acquisition will utilize the Lowest Priced Technically Acceptable (LPTA) Source Selection Process in accordance with 15.101-2. Award will be made to the offeror proposing the lowest evaluated price meeting or exceeding the acceptability standard for non-price factors. An evaluation rating of Technically Acceptable/Non-Acceptable will be assigned upon completion of the technical quotations evaluation. If an offeror receives a rating of non-acceptable, they will not be considered for award. Evaluation Factors, (1)Price, and (2) Past performance. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
