- This announcement is a presolicitation notice only and proposals are not being requested at this time. The National Park Service (NPS) anticipates issuing a Request for Proposals (RFP) in March 2016. The RFP and future amendments will be available, without charge, through www.fedbizopps.gov. A) Set-Aside: This acquisition will be solicited in accordance with FAR Part 19.502-1 and accordingly will be open to small businesses only. All responsible small businesses may submit a proposal which shall be considered by the National Park Service. The North American Industrial Classification System (NAICS) code for this acquisition is 236220 and the associated small business size standard is $36,500,000. B) Scope of Work Description: The NPS anticipates soliciting and awarding a ¿Simplified Acquisition of Basic Engineering Requirements ¿(SABER) contract. SABER is a type of Indefinite Delivery, Indefinite Quantity (IDIQ) contract associated with construction, maintenance, repair and alteration of real property. The primary area of coverage will be NPS Parks located in Tennessee and Kentucky. Typical work under the SABER contract will include, but will not be limited to topographic surveys; geotechnical investigations; facility, land & water surveys; interior and exterior facility and land maintenance, repairs & alterations; construction of new facilities and land improvements; renovations; heating, ventilation and air-conditioning (HVAC); plumbing; fire suppression; interior & exterior electrical and lighting; fire & intrusion detection & alarms; communication systems; interior & exterior utilities; site-work; landscaping; fencing, masonry; roofing; concrete work; paving; storm & sanitary sewer systems; irrigation systems; wells; limited environmental remediation; studies; and other related work. All work will be accomplished in accordance with individual task order requirements, master specifications, contractor developed construction drawings, and a detailed estimate developed using a contract specific cost estimating software and unit price databases. C) Estimated Price Range: The term of the contract shall include a base period of 1 year with options for 4 additional one year periods. It is anticipated individual task orders will typically range between $10,000 and $350,000, and the typical yearly total for all task orders will be less than $1M. The minimum individual task order value will be set at $2,000 and the maximum individual task order value will be set at $1,000,000. The maximum aggregate for all task orders over the life of the contract will be set at $10,000,000. D) Schedule: All dates are tentative and may change. Issue Request for Proposals March 2016; Proposals due April 2016; Award contract May 2016; E) Plans and Specifications: Construction documents will be issued in conjunction with the solicitation. G) Proposed Contract Type: Firm fixed price H) Proposal Evaluation Criteria / Factors: Award will be made to the Offeror presenting the best value to the Government. Selection will be based on price and non-price factors. The anticipated non-price factors are 1) Prior experience, 2) Past performance 3) Technical/Management Plans.
