- INFANTRY EQUIPPING CHALLENGE Deputy Commander, Systems Engineering, Interoperability, Architecture and Technology Marine Corps Systems Command, Quantico, VA ANNOUNCEMENT OVERVIEW This Request for Information (RFI) is for planning purposes only and does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. This RFI is the initiation of market research under FAR part 10 and is not a Request for Proposal (RFP). No solicitation document exists at this time. In addition, the Government is under no obligation to pay for information submitted in response to this RFI and cannot accept responses to this notice as offers. Responses shall not include classified or proprietary material. The Infantry Equipping Challenge (IEC) is Marine Corps Systems Command's (MCSC) innovative process to identify and evaluate the best & most relevant equipment for our Infantry Marines and then expedite transition of the associated capabilities as requirements and funding permit. The IEC will look at equipping opportunities of both the overall Infantry Marine and more specifically, by primary Military Occupational Specialty (MOS), including MOS 0311 Riflemen, 0313 Light Armor Vehicle Marine, 0331 Machine Gunner, 0341 Mortarman and 0351 Infantry Assault Marine. IEC brings together stakeholders from across the Marine Corps requirements, acquisition, and technology development communities in a dynamic process to quickly evaluate and accelerate fielding of technologies that decrease the Infantry's load, increase operational reach and reduce the reliance on the logistical train. MCSC's metric of success for IEC is the accelerated fielding of material solutions for Infantry Marines. This inaugural Infantry Equipping Challenge (IEC 2016), currently anticipated to occur in the November-December 2016 timeframe, will be held at Marine Corps Base Quantico, Virginia. General focus areas to be considered for IEC events include the following: • Equipment that is lighter, more capable, less burdensome, reduced logistical needs, reduced complexity/maintenance, or better tailored for the Infantry's tasks • Power management and generation, energy storage, harvesting and scavenging • Infantry food; weight/bulk repackaging • Individual and squad level water filtration systems • Innerwear and outerwear clothing and other worn garments • Medical and casualty gear • Lightweight ammunition The IEC is a series of associated events, with both engineering assessments and limited operational evaluations. MCSC will invite select vendors to provide their gear for government demonstration, technical evaluation and operational field testing by Infantry Marines under operational conditions. Vendors will be provided feedback on all evaluation results and more detailed follow-on evaluations will subsequently be conducted as appropriate. Certain systems and equipment are already the subject of concerted Marine Corps focus and hence will not be the included in this initial IEC. They may, however, be included in future IEC focused events. These areas include: • Small arms • Weapons, optics and sensors, including combined optics • Drones • Night vision goggles • Radios • Body armor ADMINISTRATIVE INFORMATION Parties interested in the 2016 IEC are encouraged to submit a brief Statement of Capabilities introducing their organization and the specific gear to be submitted for demonstration and evaluation. Commercial brochures, non-developmental brochures, or other responsive literature is also acceptable. RFI responses are due no later than 07 October 2016 1600 Eastern Daylight Time and should be submitted to IEC@usmc.mil. The government will confirm receipt of submissions within two days of receipt. Individual file sizes to IEC@usmc.mil should not exceed 5 MB. There is no page limit and written responses can be in any format. Questions regarding this RFI should be submitted to IEC@usmc.mil no later than 16 September 2016, 1600 Eastern Daylight Time. Answers to all questions received from Industry will be provided on www.marcorsyscom.marines.mil/InfantryEquippingChallenge no later than 23 September 2016. Information in the RFI response should include: (1) the vendor's name, address, CAGE code, company point of contact, telephone number, email address and an applicable North American Industry Classification System code; (2) the proposed gear to be evaluated including size, weight and performance characteristics, any testing and/or certification completed to date, Technology Readiness Level (TRL), if known, and a brief description of similar and/or relevant vendor capabilities. NOTICE - The Government may use support contractors to assist in collecting and reviewing market information submitted in response to this RFI. Contractual Organizational Conflict of Interest clauses and non-disclosure agreements bind these contractors to retrain from disclosing information they may access while performing their obligations to the Government. Companies submitting a response to this RFI will be deemed to consent to the Government's use of support contractors. Notification of Decision: Vendors that submit a Statement of Capabilities in accordance with this RFI will be notified by MCSC no later than 19 Oct 2016 as to whether or not they will be invited to participate in IEC 2016. The government will decide which technologies to include in IEC 2016 at its sole discretion, after considering factors such as the TRL of the technology, the performance characteristics of the technology, space and resources available at the demonstration site, and the interests of the Marine Corps. Please note that the decision to invite or non-invite a company is not a procurement decision, and disappointed applicants are not entitled to protest or appeal non-invite decisions. Additional Documentation Requirements: Companies invited to participate in IEC 2016 will be required to provide additional technical documentation to facilitate safety release approval and test plan development. Timely submission of this documentation is essential to ensure a safe and successful event. More information on required documentation will be provided with your invitation to the event. NOTE: This RFI is issued for the purpose of determining market sources of capabilities supporting MCSC's innovation process and does not constitute an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ) or an indication that the Government will contract for any of the items or services contained in this notice. No solicitation document exists. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests.
