Description
This is a Notice of Intent by the United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) (USDA-NRCS) for award of a sole source purchase order for soil coring, drilling, machine with rotating head and push type. THIS IS NOT A REQUEST FOR PROPOSAL The USDA-NRCS, Team 3, Contracting Service Branch intends to award a Firm Fixed Price contract to Giddings Machine Company, 631 Technology Circle, Windsor, CO 80550-3126, for quantity of 4 Soils Sampling, Coring Drilling machines. The soil probe needs to be mounted in the back of a pick-up truck that has a utility bed. The dimensions of the footprint can be no more than 4 feet by 6 feet. The weight cannot exceed the weight of the rating on the ¾ ton truck. The soil probe needs to have a rotating head and push type. This machine needs to be able to take soil cores without damaging or compacting them to a depth of at least 10 feet. The probe needs to have enough power to both insert the probe into the ground and be able to pull the probe back out without damaging the sore or the truck. The coring machine needs to take at least 40 inches at a time in variable soil conditions. The machine has to be adaptable and have many accessories for varying conditions and methods of sampling. The probe needs to be inexpensive to attach to the vehicle. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c)(1) or 41 U.S.C. 253 (c)(1) and Federal Acquisition Regulation (FAR), 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements The NAICS Code for this action is 333111 Farm Machinery and Equipment Manufacturing, the Product Service code 3408. The anticipated award date is on or about September 9, 2016, the period of performance will be from date of award through August 2017. This notice of intent is not a request for competitive proposals or a solicitation of offers. A formal solicitation will not be published unless it is determined that it is in the best interest of the Government to do so. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to meet the requirement and objectives as described above. Interested parties must provide rationale as to why they should be considered. Submit letter via email to Maggie.liebel@nv.usda.gov, no later than Friday, September 9, 2016, 2:00PM PST, on the email subject line reference "Sole Source Soil Coring Machine". Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
