Description

RFI-ARC-16-080 document This is a Request for Information/Sources Sought notice (RFI) issued by the U.S. Department of the Treasury, Bureau of the Fiscal Service (Fiscal Service) on behalf of Fiscal Service's Office of Fiscal Accounting. The purpose of this RFI is to obtain industry information and identify potential sources that are interested in, and capable of, providing the services described in the attached document. This information is being sought for acquisition planning purposes. The Office of Fiscal Accounting (FA) is comprised of Fiscal Accounting Operations and Governmentwide Accounting. Fiscal Accounting Operations (FAO) accounts for and reports on the outstanding public debt of the United States, and supports federal, state and local government investments in special purpose and non-marketable securities, as well as federal agencies' borrowings from Treasury. FAO also provides reimbursable investment accounting services to federal agencies. Governmentwide Accounting (GWA) provides decision makers and the public timely and accurate financial data that enables transparency and full disclosure in the federal government's management of public resources and its financial health. GWA promotes integrity and full accountability in Governmentwide accounting and reporting. To that end, FA is requesting information to gauge interest and ability of an Independent Public Accountant to perform the financial audit of the Schedule of the General Fund of the U.S. Government. Fiscal Service will consider written vendor responses to this RFI that are received no later than 6:00pm Eastern Daylight Time Friday, September 30, 2016. Responses shall be submitted electronically to GovernmentwideIGT@fiscal.treasury.gov. Responding vendors shall reference "RFI-ARC-16-080, ATTN: JE" in the subject line of the email. This RFI is not a request for proposal/request for quote, and this RFI does not imply an obligation on the part of the Government to purchase products & services or to proceed to any request for proposal/quote for such products and/or services; further, this request does not obligate the Government to ultimately pursue a particular acquisition strategy. The Government will not be liable for any costs incurred by vendors in preparing and submitting a response to this RFI. Submission of a response confers no rights upon the responder. NO FORMAL SOLICITATION IS AVAILABLE. Requests for additional information and/or a copy of the solicitation will NOT be considered an affirmative response to this posting. Telephone responses or telephone inquiries to this solicitation will NOT be accepted. All responding vendors are advised that responses to this notice will in no way be considered for contract award. In the event that a resultant solicitation would ensue, interested parties would be required to respond separately and formally in order to be considered for contract award; furthermore, a determination not to compete the proposed acquisition based upon responses to this request is at the sole discretion of the Government.
