- R16PS00798 - Cook's Lake Conservation Area Perimeter Maintenance Combined Synopsis/Solicitation (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) To facilitate electronic quote submissions through FedBizOpps, a request for quote (RFQ No. R16PS00798) is being issued subsequent to this combined solicitation/synopsis. (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular number 2005-89. (iv) This requirement is unrestricted. The North American Industry Classification System (NAICS) Code for this acquisition is: 561730, Landscaping Services. The small business size standard for NAICS Code 561730 is $7.5 Million. (v) Line item 0001 - 12 Months, Perimeter Maintenance at Cook's Lake Conservation Area, Base Year. The Performance Work Statement provides more detailed information about the requirement and is attached to the RFQ. ***Please note that this will result in the award of a Firm-Fixed Price Purchase Order. No adjustments will be made to the awarded price for the existing scope of work. This will not be a Time and Materials or Labor Hour type contract.*** Line item 0002 - 12 Months, Perimeter Maintenance at Cook's Lake Conservation Area, Optional Year 1. No adjustments will be made to the awarded price for the existing scope of work. This will not be a Time and Materials or Labor Hour type contract.*** Line item 0005 - 12 Months, Perimeter Maintenance at Cook's Lake Conservation Area, Optional Year 4. The Performance Work Statement provides more detailed information about the requirement and is attached to the RFQ. ***Please note that this will result in the award of a Firm-Fixed Price Purchase Order. No adjustments will be made to the awarded price for the existing scope of work. This will not be a Time and Materials or Labor Hour type contract.*** (vi) The Bureau of Reclamation has a requirement for a contractor to inspect the perimeter fence line, on foot, twice a month (at 2 week intervals). Interior fences do not need to be inspected at the same frequency as the perimeter fence; but shall be inspected and repaired as necessary to maintain the integrity of the fence. The trail through the property shall be inspected and cleared April and August each year unless otherwise requested. The fence lines shall be cleared annually. Please see the Performance Work Statement, as it provides more detailed information about the requirement and is attached to the RFQ. (vii) Work shall begin on or about October 2016. The following clauses and provisions are applicable to this commercial item acquisition: (viii) FAR provision 52.212-1, Instructions to Offerors - Commercial Items (ix) Determination of award will be based on the lowest-priced responsive quote from a responsible offeror. (x) FAR provision 52.212-3, Offeror Representations and Certifications - Commercial Items Offerors are advised include with their offer, a completed copy of the provision 52.212-03, or indicate completion of the provision online.
