Sources Sought Notice The Contractor shall furnish all labor, equipment, materials and services necessary to provide Petroleum Impacted Water / Petroleum Impacted Sediment Removal & Disposal Maintenance Services to the National Cemetery of the Alleghenies (NCOTA) located at 1158 Morgan Road, Bridgeville PA 15017. Vendor must be either Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) under NAICS 562910 Type of Contract: This is a firm-fixed price type contract for the supplies / services specified and effective for a one year period October 2016 through September 2017. The cost is all-inclusive and covers all labor, equipment, materials and services necessary and incident to the removal & disposal of petroleum, petroleum impacted water and petroleum impacted sediment. VORTECHS SYSTEM: Annual routine maintenance for removal & disposal of petroleum, petroleum impacted water and petroleum impacted sediment from Vortechs Hydrodynamic Separator System located at the National Cemetery of the Alleghenies. All services shall be performed in strict accordance with manufacturer's guidelines for inspection, maintenance and cleaning. HIGHLAND TANK OIL/WATER SEPARATOR: Annual routine maintenance including removal & disposal of petroleum, petroleum impacted water and petroleum impacted sediment, screen cleaning and complete tank cleaning of Highland Oil / Water Separator located at the National Cemetery of the Alleghenies. All services shall be performed in strict accordance with manufacturer's maintenance guidelines for inspection and cleaning. EQUIPMENT SYSTEMS TO BE SERVICED Maintenance shall be provided on the following Government owned Separator Systems: MANUFACTURERMODELDESCRIPTIONLOCATION CONTECH Stormwater SolutionsModel 5000Vortechs Hydrodynamic Separator SystemAdjacent to NCOTA Maintenance Yard HIGHLAND TANK & Mfg. Co.HT-1000Oil / Water SeparatorInside NCOTA Maintenance Yard SERVICE REQUIREMENTS VORTECHS Model 5000 Stormwater Treatment System: Initial (One-Time) Cleaning: The overflow of excess sediment from the circular chamber of NCOTA's in-ground VORTECHS System has accumulated in all three chamber compartments. Due to the volume of sediment, the Contractor will be required to enter the system in order to remove the sediment. Removal of sediment in all three chambers is required to return the system to proper operating condition. The Contractor shall be required to remove and dispose of approximately 10,000 pounds of petroleum, petroleum impacted water and petroleum impacted sediment from the in-ground VORTECHS System during the initial cleaning. All services shall be performed in strict accordance with manufacturer's maintenance guidelines for inspection and cleaning. Annual Routine Maintenance: After the initial (one-time) cleaning, annual maintenance will be necessary. The Contractor shall be required to remove and dispose of approximately 2,000 pounds of petroleum, petroleum impacted water and petroleum impacted sediment from the in-ground VORTECHS System. All services shall be performed in strict accordance with manufacturer's maintenance guidelines for inspection and cleaning. HIGHLAND HT-1000 Oil / Water Separator: Annual Routine Maintenance: Residue entering the Highland Oil/Water Separator is at a minimum with approximately 15 cubic feet (or less) of sludge accumulating annually. On an annual basis, the Contractor shall be required to perform routine maintenance on the HT-1000 Separator to include complete tank cleaning, screen cleaning and the removal & disposal of petroleum, petroleum impacted water and petroleum impacted sediment. All services shall be performed in strict accordance with manufacturer's maintenance guidelines for inspection and cleaning. Removal / Disposal of Sediments & Waste: All petroleum, petroleum impacted water / sediments and waste materials removed from the Highland Oil/Water Separator and VORTECHS Separator System shall be transported to an offsite facility for recycling or disposal as appropriate. Disposal of impacted sediments and waste materials shall be in accordance with applicable local, State and Federal regulations. The Contractor will be responsible for all clean up on site from any spills during the cleaning and removal process. All responsible parties interested in responding to this notice are invited to submit a capability statement, including estimated costs (commercial costs are acceptable), and DUNS number. Responses must be received by Wednesday, August 31, 2016 at 2:00 pm. Oral communications are not acceptable in response to this notice and telephone inquiries will not be accepted. Responses received will be considered; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
