Description
This sources sought is for informational purposes only. This is not a request for bids. It does not constitute a solicitation and shall not be construed as a commitment by the Government. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. The purpose of this sources sought notice is to survey prospective vendors in order to collect data, comments, and other information on the attached draft Performance Work Statement (PWS). This sources sought is a market research tool being used to determine potential sources prior to determining the method of acquisition and issuance of a Request for Quote. The contract type is anticipated to be a firm fixed price (FFP) to the one vendor that can offer suitable capabilities that meet the functional and technical requirement to conduct a comprehensive Machine Condition Monitoring (MCM) systems assessment at the three sites (Fleet Readiness Center Southeast (FRCSE) “ Jacksonville, FL; Fleet Readiness Center Southwest (FRCSW) “ San Diego, CA; Fleet Readiness Center East (FRCE) “ Cherry Point, SC) and accomplish a business case analysis (BCA) that defines the optimal Enterprise Solution for implementation in terms of capabilities, and budgeting. The BCA shall also provide an execution plan based upon the desired end-state of an enterprise solution at the three locations. The expected period of performance and contract solicitation dates is to be determined (TBD), but is being planned for FY17. This requirement is a new procurement. The information contained in the PWS is DRAFT only and as such, is subject to change prior to issuance of a solicitation. Feedback from industry is being sought on the PWS and the Personnel Qualifications. Industry is also being solicited to suggest the expected period of performance. In addition to providing comments on the PWS, Personnel Qualifications, and expected period of performance, interested parties are requested to submit a capabilities statement of no more than 10 pages in length. Capability statements shall address the following questions: 1) What type of work has your firm performed in the past in support of the same or similar requirement? 2) Can your firm or has your firm managed tasks of this nature? If so, please provide details. 3) What specific technical skills does your firm possess which ensure your firm ™s capability to perform the tasks? 4) Provide an explanation of your firm ™s ability to perform at least 50% of the tasking described in the PWS. 5) Provide your Business Size status and any potential GSA schedule if applicable. Note: The potential North American Industrial Classification System Code (NAICS) Code is 541330, Engineering Services for Military and Aerospace Equipment and Military Weapons with a Small Business Size of $38.5 million. The magnitude of this project is expected to be between the amounts of $150,000.00 to $300,000.00 each year. All data received in response to these sources sought, marked or designated as corporate or proprietary, will be fully protected from release outside the Government. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to these Sources Sought.
