- NASA/JSC has a requirement to purchase a Technology Forecast Assessment for the in-situ development of medication. NASA/JSC intends to purchase the item from Potomac Institute for Policy Studies. This procurement will be targeted to one technology forecast assessment of which NASA has limited experience, specifically the in-situ development of medication. NASA will use this assessment to better understand the current state of technology for in-situ medication development and forecasted work in this area to better guide the Human Research Program in delivering medical care to crew on exploration missions. Current market research indicates other companies have similar resources, however they do not provide technology forecast assessments which is the end product deliverable for this procurement. The Government intends to acquire the required item using FAR Part 12 Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 1:30 p.m. CST on September 7, 2016. Such capabilities and qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination not to compete this proposed effort on a full and open competition basis, based on responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency.
