Description
U.S. General Services Administration GSA Region 7 ARK/LA/TEX SERVICE CENTER JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION LEASE NUMBER: GS-07B-17073 PROJECT NUMBER: 0LA2097 Agency: Social Security Administration (SSA) Total Contract Value: $x,xxx,xxx.xx 1. IDENTIFICATION AND DESCRIPTION OF ACTION BEING APPROVED. The General Services Administration currently leases 10,625 rentable square feet (RSF) of office space at 2100 Robin Dr. Hammond, LA 70403 under lease number GS-07B-14928 for the Social Security Administration. The current lease was extended on February 20, 2012 and expires February 19, 2017. Approval is requested to negotiate a succeeding lease with the incumbent lessor without full and open competition for continued occupancy at this leased location. 2. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED. Social Security Administration submitted a continuing need letter on 04/09/2012, and revised them on 01/22/2014 for 9,786 ABOA square feet of office and related space. To satisfy the SSA mission requirements, the facility must be within a walkable distance to public transportation if public transportation is provided within the delineated area. This requirement is for 9,786 ABOA (approximately 10,600 RSF) of space for a ten (10) year with a five (5) year firm lease term to commence approximately 90 days from award. The estimated annual cost of this lease is $xx.xx (Including $x.xx per RSF in Tentant Improvement costs) BOMA rentable square feet per year for an annual cost of $x,xxx,xxx.xx and a total contract value of $x,xxx,xxx.xx The delineated area is as follows: City of Hammond, LA 3. IDENTIFICATION OF STATUTORY AUTHORITY. 41 U.S.C. 253(c) (1): Only one responsible source and no other supplies or services will satisfy US ARMY CORPS OF ENGINEERS ARMED FORCES RECRUITING requirements. 4. DEMONSTRATION THAT THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED. GSAM 570.402-4 allows for negotiation with the incumbent Lessor when you do not identify any potential acceptable locations through the advertisement or the market survey. 5. DESCRIPTION OF EFFORTS TO SOLICIT AS MANY OFFERS AS PRACTICAL. In November, 2011 GSA conducted preliminary market research and identified no potentially acceptable locations that might meet the agency's needs within the delineated area. 6. DEMONSTRATION THAT THE ANTICIPATED COST WILL BE FAIR AND REASONABLE. In accordance with Federal Acquisition Regulation (FAR) 6.303-2(a) (7), the Contracting Officer determines by certifying this document that the anticipated cost to the Government of $xx.xx per RSF for the entire requirement is fair and reasonable. Recent market surveys conducted with the use of Society of Industrial and Office Realtors (SIOR) showed the rental rate within the city of Hammond, Louisiana ranges from $xx.xx-$xx.xx per RSF. The rates for nearby Baton Rouge, LA were used due to the lack of information within the delineated area. Based on conversations with local brokers, it is appropriate to use Baton Rouge for competent rental rates. 7. DESCRIPTION OF MARKET SURVEY CONDUCTED. Market research was conducted by the GSA Project Manager and no properties were identified as being capable of meeting the customer's minimum requirements.
