- The U.S. Army Contracting Command, Aberdeen Proving Ground - Natick Contracting Division, on behalf of the Navy Expeditionary Combat Command (NECC), intends to award a sole source firm fixed price Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the acquisition of the TORA weapon simulator, license renewals, maintenance support, and replacement components with patented software that includes specific scenarios and methodologies to meet the Navy's Category III/IV qualification requirements. This contract will be awarded under the authority of Federal Acquisition Regulation (FAR) Subpart 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The contract will be established for a one (1) three-year base ordering period with one (1) two-year option ordering period. The Government intends to negotiate on a sole source basis with Conflict Kinetics operating as a Small Business located in Sterling, VA. Due to the proprietary nature of the software and training methodologies, Conflict Kinetics is the only source capable of meeting the Governments requirement. The North American Industry Classification System (NAICS) code is 333318. The Standard Industrial Classification (SIC) Code is 6910 and the Small Business Size Standard is 1000. This is not a Small Business Set-Aside. The Government anticipates awarding one (1) IDIQ contract. All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency. This notice is posted for fifteen (15) business days. No solicitation package will be available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received by 3:00 pm Eastern Time, September 14, 2015, the contract will be issued without further notice. A determination by the Government not to compete this contract is based on this notice and is solely within the discretion of the Government.
