Description
Justification for Sole Source: Replace existing Mettler-Toledo 600 kg mass comparator with an updated model - Mettler-Toledo XPE604KMC Comparator. Cannot obtain service or parts for the outdated equipment, which is used in Office of Weights and Measures Training Laboratory. This comparator is used to demonstrate calibrations using NIST Standard Operating Procedures in the Mass Metrology Seminar and Advanced Mass Metrology Seminar. These procedures are required in State weights and measures laboratories to meet the requirements for calibration of large mass standards (above 100 lb) to meet the legal requirements for calibrations in weights and measures enforcement activities. These laboratories are the primary students in this training program for this level of work. Assessment of equipment used in their laboratories and in the NIST calibration laboratories has been done as a part of market research to identify the fact that no other equipment is currently available to meet the requirements and to achieve the necessary levels of uncertainty required for legal metrology. The requested model is required to: 1) ensure that the system fits in the laboratory facility and on the comparator foundation. The laboratory was designed in 1995 with a cement concrete isolated foundation that fits below a hoist/crane. The older 600 kg comparator was an asset/available before the space was designed so that the space was configured to specifically FIT that instrument. The only other commercially available model of comparator would require significant construction and modification of the facility at significant cost with additional safety inspections to enable its use. 2) is the only product with adequate resolution and configuration. The resolution is directly related to the achievable tolerances and uncertainty required for legal metrology applications. Alternative comparators do not have sufficient resolution to achieve these essential objectives by a factor of at least 10. (Even the Sartorius representatives are recommending the laboratories we work with go with the Mettler-Toledo product at this level to meet the required needs.) Mettler-Toledo is the only manufacturer that meets the required specifications for this equipment. (See attached specs and Market Research Report for detailed information.)
