Description

Combined Synopsis/Solicitation RFP Ground Truth The Department of Homeland Security (DHS) Office of Health Affairs (OHA), National Biosurveillance Integration Center (NBIC) is seeking Ground Truth (GT) information to provide early warning and shared situational awareness for biological events of national concern, which are NBICs mission objectives established by Congress. Ground truth information is described as information provided by direct observation and analyses of original data as opposed to being collected in open source media reporting or interpreting other organizations' analyses. NBIC biosurveillance scientists will use this information to validate event characteristics, which in turn shall lead to improved decision support in the future. This effort may also include requests for contextualization outside of a specific event (i.e., regular operations) regarding practices/procedures/ guidelines, political context, or general background, where appropriate.
