- The Contracting Department, Naval Special Warfare Command (NSWC) intends to single award, Firm Fixed-Price contract under Part 13, Simplified Procedures for Certain Commercial Items for Universal Imaging Utility (UIU) Software. Contractor shall provide the software application for hardware independent imaging capabilities across a multitude of different devices. This acquisition will be solicited as a brand name requirement to Big Bang LLC. The Government intends to include and evaluate options in accordance with FAR 52.217-5. A complete RFQ package will be available on or about 31 August 2016 by downloading the documents at the FedBizOpps Website as follows: https://www.fbo.gov. This requirement is for Naval Special Warfare Special Operations Mission Planning Environment (SOMPE) devices. The resulting contract will be for a one year base period and 4 one year options. The North American Industry Classification System (NAICS) code for this acquisition is 339920 with a size standard of 750 employees. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via the Internet at https://www.sam.gov.
