Description
The proposed contract will require the delivery of one BOSS software upgrade for ICP TJ15-026 for the Advanced Weapons Laboratory (AWL) at Naval Air Warfare Center Weapons Division (NAWCWD). This BOSS software upgrade will be used at the AWL to support testing and integration of Link-16 Tactical Data Link during sustainment of fielded and development of new software system configuration sets (SCSs) for the F/A-18 and EA-18G aircraft. *PROCUREMENT TYPE This procurement is for a Firm Fixed Price (FFP) purchase order advertised as sole source based on FAR 6.302-1, Only One Responsible Source. The intended source is Tactical Communications Group, LLC because the vendor's proprietary software implements the Link-16 message set per the MIL-STD-6016E. This update of the BOSS is to support the J28.2.7 message that is necessary for BOSS to continue to be used to efficiently test and integrate Link-16 on F/A-18 and EA-18G type mode series in the laboratory environment in lieu of more expensive flight tests. The proposed order will require the delivery of one BOSS software upgrade for ICP TJ15-026 for the AWL. BOSS will be used when verifying the proper integration of Link-16 on F/A-18 and EA-18G aircraft as well as verifying the interoperability between platforms. The BOSS solution, to include the J28.2.7 message, is needed to fully test and certify the F/A-18 and EA-18G SCS Link-16 implementation. Performance of the work required under this prospective contract requires a Facility Clerance to the level of Secret. This notice of intent is not a request for competitive quotes; however, any firm believing it can fulfill the requirement identified above may submit a written response which shall be considered by the agency. The written response shall reference solicitation number N68936-16-R-0052 and provide a capability statement that clearly indicated the firm's experience, assets, background, and ability to perform the required work without compromisiong the quality, accuracy, reliability, and schedule no later than 30 September 2016 via email to the Contract Specialist, Caitlin Brigdon at caitlin.brigdon@navy.mil and to the Contracting Officer, Thomas Vitale, thomas.vitale@navy.mil, via a Microsoft Word document or Acrobat Adobe pdf file. The file must not exceed 10 pages with a minimum font size of 12 point. The solicitation or Request for Proposal (RFP) will be posted on the FEDBIZOPPS website at http://www.fbo.gov/ on or about 03 October 2016.
