- The Federal Aviation Administration (FAA), Mike Monroney Aeronautical Center (MMAC), Oklahoma City, Oklahoma, has a requirement for Helicopter Pilot Training for employee's of the Federal Aviation Administration (FAA). The FAA contemplates award of an Indefinite Delivery/Requirements type contract with 1-year base period with two, 1-year option periods. The award will be made to the vendor with the lowest priced technically acceptable proposal. NO PHONE CALLS PLEASE. ALL QUESTIONS MUST BE IN WRITING AND EITHER MAILED, FAXED OR EMAILED TO THE CONTRACTING SPECIALIST. CONTACT INFORMATION BELOW. All interested sources should first attempt to download the attached SIR document(s). If downloading is not possible, all request for copies of the SIR documents(s) must be made in writing to the attention of Sherrie Files, Contracting Officer (AAQ-812), via e-mail at sherrie.files@faa.gov. Technical and cost proposals must be received by the FAA no later than 3:00 P.M. CST, September 23, 2016. Bids can be submitted electronically to sherrie.files@faa.gov. Hand-carried proposals (or proposals sent by overnight delivery) shall be delivered to Bid and Proposal Office (AAQ-710) Room 313, 6500 S. MacArthur Boulevard, Oklahoma City, Oklahoma 73169. Proposals must be sealed and labeled as follows: SIR No. DTFAAC-17-R-00053; due 3:00 P.M. CST, September 23, 2016. All submittals will need to allow sufficient time to process through security procedures in place at the Aeronautical Center. Offerors submitting proposals by hand-delivery will need to consider allowing sufficient time to process through the security procedures in place at MMAC. Overnight delivery of responses to this SIR/RFO may also be impacted if not sent in sufficient time to allow the special mail-handling procedures in place at MMAC. In accordance with SIR Section L provision 3.2.2.3-14 entitled, "Late Submissions, Modifications, and Withdrawals of Submittals," any proposals received after the due time and date of 3:00 p.m. CST, September 23, 2016, will not be considered. In addition, if all requested information is not furnished in the offeror's proposal, the offeror's proposal may be determined to be non-responsive and ineligible for consideration for contract award. The SIR/RFO is not be construed as a contract or a commitment of any kind. The Government shall not be liable for payment of any costs attributed to the preparation and submission of requested proposal documentation. Any and all questions pertaining to this SIR should be submitted in writing to the contract specialist at, sherrie.files@faa.gov by 3:00 p.m. CST on September 7, 2016 to allow for adequate response time. No questions will be allowed after that date and time.
