- Customer/technical specific information Solicitation specific information Questions submitted to date along with government responses Minutes from Pre-bid meeting Roster of attendees at Pre-bid meeting This solicitation is being issued as a combined synopsis/solicitation for commercial items, prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement and corresponding attachments constitute the only solicitation; quotes are being requested and a separate solicitation will not be issued. Solicitation W912LQ-16-T-0073 is being issued as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-89, effective 14 July 2016. This procurement is being issued as a 100% small business set aside under NAICS code 541512 with a small business size standard of $27.5 million. Award will be made to the proposal that represents the best value to the government. PURPOSE: To develop a Common Operating Picture for the Virginia National Guard Joint Operation Center through a phased/modular approach. Also included are a base period with option periods for continued support/maintenance after development. BASIS FOR AWARD: Award will be made to the vendor whose quote is determined to be the best value to the government. The following technical factors will be used to evaluate the vendor's proposal: A. Schedule for development of Phase 1 and each follow on phase B. Contractor's expertise/experience in developing similar systems C. Expandability D. Access to and connection to other systems/data layers E. Training plan In accordance with clause 52.212-2 past performance and price will also be considered. When combined, technical factors and past performance are equal to price. In order to be considered for award, vendors must have an active registration in the System for Award Management (SAM) database at www.sam.gov. In addition, the following shall be submitted no later than the 4:00 p.m. ET on Tuesday, 6 September 2016 unless otherwise changed per a written amendment to the solicitation. Failure to provide the information may result in the quote being rejected as nonresponsive. SUBMISSION REQUIREMENTS: In order to properly evaluate offers, the following information is required to be submitted. Failure to provide one or more of the documents may result in the contractor's proposal being determined non-responsive and not being further considered for award. A. Completed pricing schedule - refer to Clause 252.204-7011 and Questions and Answers document B. Representations and Certifications: 52.212-3 Alt I and 252.209-7991 C. Past performance including three listings of company experience with GIS projects (sent under separate cover on attached form) D. **A statement acknowledging the requirement for personnel assigned to this project to meet DoD 8570 certification. The contractor shall comply with the requirement and provide certifications of those employees at the Pre-performance meeting prior to the contractor personnel gaining access to the VANG network. E. No more than ten typed pages (single spaced, double sided) addressing the contractor's experience and or how the tasks will be accomplished: i. Number and type of data layers the vendor has experience with and able to provide connection to, ii. Knowledge of Keystone Exchange Core (UCIDS) and experience in designing and demonstrable adaptors tying into partner systems, iii. Plan to ensure 99% uptime compliance (paragraph 2.2), iv. Capability limitations that will be experienced based on the network, v. Technical support including onsite and via telephone, vi. Training plan, both initial and follow on, vi. Approach to address system or software updates/upgrades that may be encountered through life of contract ix. Specifically address each of the following and provide a positive affirmation or negative response regarding the ability to implement: 1. Access control compatibility with CAC (2.1.2) 2. Smartphone application (paragraph 2.4.2.C) 3. Automatic recording and backup (paragraph 2.4.2.E) 4. Frequency of backups (paragraph 2.2) Clause 252.204-7011 ALTERNATIVE LINE ITEM STRUCTURE - Contractor must submit their firm fixed priced proposal with an alternative line item structure that conforms to their practices to ensure the resulting contract structure is economically and administratively advantageous to the Government and the Contractor. The Virginia Army National Guard will not entertain a labor hour or time and material type contract except for specific line items for short-duration/quick reaction type requirements. PRE-BID MEETING: A pre-bid meeting is scheduled for Tuesday, 30 August 2016 at 10:30 a.m. in Sandston, Virginia. Attendance is not mandatory to allow a vendor to submit a proposal, however vendors are strongly encouraged to attend in order to ask questions etc. Registration is required in advance by contacting Ms. Susan Swanson at susan.e.swanson5.civ@mail.mil. Directions and access instructions will be provided upon registration. Any questions shall be submitted on the attached Request for Information (RFI) form. RESPONSE DEADLINES: a. Questions shall be submitted in writing to susan.e.swanson5.civ@mail.mil not later than 4:00 p.m. ET,Tuesday, 6 September 2016. b. Offer packages shall be submitted electronically to susan.e.swanson5.civ@mail.mil not later than 2:00 p.m. ET on Friday, 9 September 2016 unless otherwise amended via a solicitation amendment (SF30) or directly on the Federal Business Opportunities (https://www.fbo.gov) webpage. Contractor is responsible for monitoring fbo.gov for any changes to the solicitation. FAR 52.212-1 Addendum - Paragraphs (d) Product Samples, (e) Multiple Offers and (h) Multiple Awards are hereby deleted. WAGE DETERMINATION: As FAR Clause 52.222-41, Service Contract Labor Standards is applicable to this requirement, the contractor must pay each service employee performing work under this contract not less than the minimum wages and fringe benefits in accordance with the applicable wage determination for the state and county in which work will be performed. As work will be performed at the contractor's facility and the location will not be known until time of award, each interested vendor is required to review and price according to the applicable wage determination for their location(s). Wage determinations can be viewed at http://www.wdol.gov/sca.aspx. The wage determination in effect at the time of award for the performance location of the successful contractor will be included in any resulting award.
