Senior Corrections Advisor Washington, DC Issuance Date: 08/31/2016 Closing Date: 09/28/2016 SOLICITATION NUMBER: PSC-16-058-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. PRE-AWARD ETHICAL RESPONSIBILITIES OF PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. HOW TO APPLY Offerors proposal shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. The Government is not responsible for any costs incurred by the offeror during the solicitation process. PLACE OF PERFORMANCE: Washington, DC 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The Bureau of International Narcotics and Law Enforcement Affairs (INL) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the.S. Department of State. INL's Office of Criminal Justice Assistance and Partnership (INL/CAP) provides policy guidance and assists INL program offices in addressing the full range of criminal justice issues as they relate to police, justice, and corrections globally. Corrections assistance has become an integral part of INL's mission in criminal justice assistance reform. The Bureau is now supporting reforms in 37 countries. INL/CAP's Corrections Team supports INL program office efforts to provide foreign assistance in the criminal justice sector. The Corrections Team consists of subject matter experts that assess and evaluate conditions on-the-ground; assist with program design and implementation; conduct outreach to U.S. state and local correctional agencies and professional associations; develop curricula; and deliver technical training. The Team also manages formal partnerships with nine U.S. federal and state correctional agencies to collaborate on training, mentoring, and advising international corrections colleagues. The Senior Corrections Advisor (SCA) will serve as a corrections expert on the full range of corrections issues as they relate to INL corrections development and reform programs globally, including in countries in transition and with complex security environments. DUTIES AND RESPONSIBILITIES • Serve as a senior corrections expert within INL/CAP and advisor on such matters to the INL/CAP Corrections Team Leader, Deputy Director, Director, and other Bureau personnel as needed. • Develop and/or assist other INL staff to develop corrections programs for INL that are coordinated with INL's police, law enforcement, and criminal justice programs. • Provide policy analysis and program guidance on current corrections issues, future corrections missions, or ongoing corrections programs to INL staff, INL leadership, and other Department of State offices. • Serve as a resource for INL program managers in Washington and in the field on the design and implementation of corrections assistance programs or policy positions. • Participate in and/or lead assessments of corrections capacities and structures in countries where future missions are being considered, as well as visits to review the impact of ongoing programs. • Represent INL, as needed, at domestic and international conferences on international corrections issues. • Participate in outreach activities with domestic and international law enforcement communities to increase the awareness of INL's programs and solicit greater cooperation and participation. • Assist with recruitment of corrections personnel for INL programs. • Organize trainings and study visits for foreign corrections personnel and INL staff. • Prepare curricula and deliver technical training to foreign corrections officials. • Write assessment and trip reports, statements of work, program plans, and briefing materials as required. • Draft background materials that articulate INL's engagement on corrections for use by the Assistant Secretary and Deputy Assistant Secretaries in preparing speeches, briefings, and Congressional testimony. • Maintain knowledge of contemporary, professional correctional operational and management principles, techniques, and issues and understand how to apply them internationally. • Participate in INL office meetings and represent INL in meetings with external interlocutors. • Periodically serve as acting Corrections Team Leader when the Team Leader is deployed or on leave. TRAININGS & DISTANCE LEARNING COURSES 1. Completes the Contracting Officer Representative (PA296) distance-learning (DL) course through the Foreign Service Institute (FSI) within 120 days of contract award. RELATIONSHIPS The incumbent will report directly to the Corrections Team Leader. The incumbent may serve as acting Team Leader during overseas assessments, technical assistance visits, and related specialized functions. The Contracting Officer's Representative (COR) is delegated the authority to act for the Contracting Officer in matters concerning technical clarification, inspection and, after concurrence by the Contracting Officer, acceptance of Contractor performance under the contract, including preparation of receiving reports, and the authorization of progress payments when appropriate. The COR will coordinate all work with the Contractor and review Contractor's performance at significant stages of its development. In no instance, however, shall the COR be authorized to alter or modify the specifications or the contract terms and the conditions or waive the government's requirement, price, delivery, or other terms and conditions. Such changes must be authorized, in writing, to the Contracting Officer. DELIVERABLES/REPORTS Deliverables are required under this PSC and shall include; monthly status reports, monthly evaluation of contractor performance, special reports when required and "Completion of assignment report," which shall be a compressive review of the projects in which the contractor was involved. Each report shall include a critique of and recommendations for the various projects. The completions of assignment reports are due no later than fifteen (15) days prior to the expiration of this contract. The Personal Service Contractor shall submit two (2) copies of each report as required to the following; 1. INL/Office Director(s) and; 2. INL/Team Lead Per FAR Part 4, the above referenced documents shall be incorporated and copies stored in the PSC's hard file under Section V.; Tab E - Receiving Reports. The Contractor shall prepare and submit two copies of each technical report required by the schedule of this contract (e.g., progress reports, final reports, etc.), to the Embassy INL Section and to the Program Officer, Bureau of International Narcotics and Law Enforcement Affairs (INL), Department of State Washington, DC. The title page of all reports forwarded pursuant to this paragraph shall include a descriptive title, the author's name(s), contract number, project number, and title, contractor's name, name of the State Department project office, and the publication or issuance date of the report. When preparing reports, the Contractor shall refrain from using elaborate artwork, multicolor printing, and expensive paper/binding, unless it is specifically authorized in the Contract Schedule. Wherever possible, pages should be printed on both sides using single spaced type. COMPLEXITY This position involves planning, organizing and completing financial and organizational analysis of enormous complexity. Due to the high visibility and political sensitivity of the issues in which INL is involved, there is extreme difficulty in identifying the nature of the issues and planning, organizing and determining the scope and depth of studies/audits to be undertaken. The PSC is expected to address difficult scenarios by separating the substantive nature of the programs or issues into their components and determining the nature and magnitude of programs or issues, as well as in discerning the intent of the legislation and policy statements and determining how to translate the intent into program actions. SCOPE AND EFFECTIVENESS The PSC performs broad and extensive assignments related to a complex administrative/financial program spanning the full-range of citizen safety, law enforcement, rule of law, and counternarcotics programs in INL/CAP, which is of significant interest to the public and to Congress. MINIMUM QUALIFICATIONS • U.S. Citizenship, able to obtain/maintain a Department of State secret security clearance. • Possess a Bachelor's degree from an accredited college or university in any field with preference given to degrees in criminal justice, social sciences, accounting, or communications. o Education may be substituted on a year-for-year basis for each year served in U.S. corrections at the rank of associate/deputy warden (or the equivalent). • At least 10 years of experience in U.S. corrections operations, management, organizational development, planning and/or training, with demonstrated progressive career experience. Experience working on international corrections issues and reform. • Excellent oral and written English communication skills. • Superior interpersonal skills. Preferred Qualifications • Experience in strategic planning, policy development, and implementation of major agency-level programs. • At least 2 years at the level of assistant warden, chief of security, chief of classification, or chief of prisoner programs, (or the equivalent) or above. TRAVEL AND POSITION LOCATION The position is located in Washington, D.C. Domestic travel is required to represent INL at professional conferences and other conferences related to international corrections development and reform programs. Likewise, international travel to support INL's foreign assistance activities and perform assessments of corrections sector capabilities is required. GOVERNMENT-FURNISHED EQUIPMENT The PSC shall be able to use a furnished with office space, a computer, office telephone, and other supplies needed for job requirements. This property will be owned and maintained by the Department of State DoS. EVALUATION FACTORS FACTOR 1: 30 points Offeror's experience and ability to substantially assist in developing and implementing plans for improving host-nation corrections systems, with an understanding of the local context. FACTOR 2: 30 points Offeror's understanding of correctional reform issues and the ability to communicate those in a verbal and written form to both senior level policy makers and to action officers. FACTOR 3: 20 points Offeror's ability to organize ongoing training and mentorship and other development programs for corrections professionals, including utilizing contacts and relationships within the wider corrections community. FACTOR 4: 10 points Offeror's demonstrated ability to work constructively within a team, including strong interpersonal skills and ability to follow-through on work product. FACTOR 5: 10 points Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the U.S. government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. COMPENSATION (BASE PAY) For award, INL will negotiate for this contract based on the market value as outlined above and overall experience relevant to the solicitation requirements.
