- The El Paso VA Health Care System (EPVAHCS), located in El Paso, TX, is seeking Service Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) sources capable of meeting the requirement listed below. The acquisition will be accomplished using commercial item procedures in accordance with FAR Part 12. NOTE: TO QUALIFY SDVOSB AND VOSB VENDORS MUST BE CERTIFIED IN THE VA VENDOR INFORMATION PAGES (VIP) DATABASE. The North American Industry Classification System (NAICS) is 515210. Any SDVOSB or VOSB firms who wish to identify their interests and capability to provide this product must provide product specifications, performance and delivery information by notifying the Contract Specialist no later than NOON Central Time, September 2, 2016. Notification shall be e-mailed to Mark Branum, at mark.branum@va.gov. Responders are solely responsible for all expenses associated with responding to this Notice. SCOPE OF WORK 1.1The El Paso VA Health Care System in El Paso, Texas is seeking to replace current cable installation and upgrade the receiver boxes throughout the facility to accommodate an external system called the Wellness Network which will be broadcast over the upgraded network. PERSONNEL 1.2The provider shall employ competent and qualified supervisory, administrative and direct labor personnel to accomplish the work performed under this contract. The provider shall not hire off-duty Department of Veteran's Affairs personnel whose employment would result in a conflict of interest. 1.3A point of contact (POC) that shall be responsible for ensuring that the contract services are provided satisfactorily. The name of this person, and an alternate or alternates, who shall act for the provider when the POC is absent, shall be designated in writing to the Contracting Officer. 1.3.1The POC or alternate shall have full authority to act for the provider on all contract matters relating to daily operation of this contract. 1.3.2The POC and alternate must be able to read, write, speak, and understand English and have the authority to act as a binding agent in regards to this contract. INSTALLATION, SERVICE AND REPAIRS 1.4 CATV Installation: All new and initial cable installation for the El Paso VA Medical Center will be at the direction of the Contracting Officer or the Contracting Officer's Representative (COR). Any installations completed without the express written consent of the Contracting Officer are completed at the contractor's own risk without guarantee of payment. The contractor shall replace cable as required and receiver boxes as required to accommodate the Wellness Network in support of Veteran's care throughout the El Paso VAHCS. LENGTH OF SERVICE 1.5The installation shall be complete 30 days from Notice to Proceed. TECHNICAL STANDARDS 1.6The provider shall ensure that the system is designed, installed and operated in a manner that meets or exceeds the industry technical standards. These standards are mandatory and shall apply to all classes of television channels. The provider shall at all times maintain and operate the system in strict compliance and will comply with the following: TESTING AND MEASUREMENT 1.7The provider shall conduct at its own expense and with its own equipment all tests and measurements recommended or required by the FCC as set forth in 47 CFR Part 76 as that part exists on the effective date. At the direction of the Contracting Officer, the provider shall conduct tests and measurements to demonstrate that the system meets or exceeds the industry technical standards. The Contracting Officer may direct such tests and measurements twice each calendar year and whenever the Contracting Officer or COR has reasonable cause to believe that the system does not meet the industry technical standards. Such tests and measurements shall be conducted by the provider at providers' own expense and with its own equipment for any and or all activated channels. Immediately upon completion of any such test or measurement, the provider shall provide the results of such test or measurement, including raw data, summaries, and conclusions, to the Contracting Officer and COR. GOVERNMENT INSPECTION AND TESTING OF EQUIPMENT 1.8The Contracting Officer, or its designated representative (including a private cable or satellite TV expert or consultant), may inspect and conduct tests and measurements of the provider's equipment and facilities. Except in the case of an emergency, the Contracting Officer and COR shall conduct such inspections, tests, and measurements in a manner that will minimize any disruption of the provider's operations. PERFORMANCE EVALUATION 1.9 If requested, the manager of the provider's CATV system shall be available for periodic meetings at least quarterly, or as needed, with the Contracting Officer and supporting personnel to review the provider's performance under this Contract.
