- This requirement is for one (1) brand name or equal LabLogic Systems Complete GC-RAM Radio Gas Detector Series 4 System, including: Laura 4 instrument control and data analysis software measuring / evaluation software package, GC RAM, Counting tube, Reaction furnace, and Pearl-type analog-to-digital converter box. The Federal Acquisition Regulation (FAR) provision FAR 52.211-6, Brand Name or Equal (AUG 1999) is applicable to this requirement. This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation, # N02CO62692-8, is issued as a request for proposal (RFP), and includes all applicable provisions and clauses in effect through FAR Federal Acquisition Circular FAC 2005-89-1 / 08-15-2016, simplified procedures for commercial items. The North American Industry Classification System code is 334516 and the business size standard is 500 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type purchase order. Description of Contractor Requirements The Department of Health and Human Services, National Institutes of Health, National Cancer Institute (NCI), Center for Cancer Research (CCR), Basic Laboratory Research (BLR), Laboratory of Toxicology and Toxicokinetics, investigates the disposition of flame retardants in animal models. A gas chromatograph (Agilent 6850) was placed in service to characterize analytes incompatible with liquid chromatography equipment. The purpose of this request is to obtain an instrument that is compatible with the Agilent instrument in order to significantly enhance the quantitative and qualitative analytical capacity, as the samples are often present in challenging matrices appropriate for GC analyses. In addition, many of the metabolites the CCR/BLR seeks to identify and quantify are not available as authentic standards, necessitating the detection of radiolabeled chemical. New technologies are needed to improve detection capacities in the laboratory while reducing waste. The following product features/salient characteristics are required: • Instrument package shall include instrument control and data analysis software for measurement and data evaluation • Instrument shall include transistor-transistor logic (TTL) pulse stream outputs to feed an external "PEARL-type" interface unit connected to the RS-232 serial port and MS Windows based PC running radiometric detector controller software • Instrument shall perform simultaneous acquisition of radio and mass detector data • Instrument shall contain separate analog outputs for external recorders and chromatography data systems • Instrument shall be able to quantify 180 DPM of radioactivity and detect 60 DPM of radioactivity • Instrument shall allow for simple physical installation • Instrument shall contain an easily exchangeable counting tube • Instrument shall be able to oxidize samples • Instrument shall have no heated transfer lines • Instrument shall minimize peak tailing • Instrument shall contain mass flow devices to permit high precision flow measurement and leak detection Delivery / Installation Delivery shall be within 30 days of purchase order award. All shipping/handling and delivery/installation fees shall be included in the quoted price. Upon delivery, Contractor shall notify the NCI Technical Point of Contact (POC) to schedule the installation date and time. (NCI Technical POC TBD upon award). Installation shall be performed by, or under the direct supervision of, a certified operator. The Contractor shall deliver and install the equipment at the following address: NIEHS Central Receiving, Building 104, 111 TW Alexander Dr. Research Triangle Park NC 27709 Training Basic training of instrument-specific manipulations and handling of samples and data shall be included in the quoted price. Training materials and/or travel expenses shall be included in the quoted price. Warranty System shall provide a minimum 12-month warranty, which covers: service and support Monday through Friday 8:00 AM - 5:00 PM EST; and the cost of repair and/or replacement, including labor or any defect in OEM workmanship or parts. Payment Payment shall be made after delivery, installation and successful operation of equipment. Payment authorization requires submission and approval of invoice to the NCI COR and NIH Commercial Accounts. Clauses and Provisions The following FAR provisions and clauses apply to this acquisition: FAR 52.211-6 BRAND NAME OR EQUAL (AUG 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modification the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modification. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. Price Proposal The Offeror shall prepare a price proposal that contains all information necessary to allow for a comprehensive evaluation of the prices quoted.
