- This is a Notice of Proposed Contract Action under FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334513 with a small business size standard of 750 employees. AFRL requires sixteen (16) Bruel and Kjaer Outdoor Microphones (p/n: 4952); four (4) Bruel and Kjaer 4 channel Microphone Conditioners (p/n: 2829) and sixteen (16) Bruel and Kjaer Cable, Microphone, Circular (p/n: AO-0414-D-030). The government intends to negotiate a sole source contract with Brüel and Kjær North America, 2815-A Colonnades Ct, Norcross, GA 30071. The government has determined that there are no resellers of this product. Brüel and Kjær develop and sell all of their products directly. The government requires the Brüel and Kjær products as they are developed to be used for long periods of unattended outdoor use. The Brüel and Kjær 4952 microphones exterior housing is made of a chemical resistant polymer that provides extremely high protection against corrosion. No other outdoor microphone provides this type of protection. A requirement for a microphone array to withstand all types of outdoor environments, for a long period of time, is a necessity. This includes all types of environments, ranging from coast line areas, to desert environments, to a rain forest. In addition, the specifications that the Brüel and Kjær 4952 microphones provide are within the tolerance that is required. No other microphone provides the durability to outdoor use and provides the specifications as the Brüel and Kjær 4592. The 4-channel Microphone Power Supply 2829 is designed to withstand the outdoor elements and is made to power the 4592 microphones. This is a notice of proposed contract action and not a request for competitive quotes; however, all responsible sources may submit a capability statement and/or market pricing, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 30 September 2016. A justification and approvals document will be posted with the subsequent award notice.
