- The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Physik Instrumente L.P. (PI) located at 16 Albert Street, Auburn, Massachusetts 01501 to purchase an upgrade to NIST's existing Automated Microscopy Stage. The sole source justification is based on the following: The Material Measurement Laboratory's Materials Measurement Science Division (MMSD) conducts research on the development of innovative metrologies and measurement protocols for micro/nano-scale heterosystems analysis. To meet mission requirements, the MMSD needs to procure an Automated Microscopy Stage upgrade to NIST's current system. The components of the upgrade must include a high-precision XY microscope stage, a well plate scanner system, universal holder for slides and petri dishes, and a DC Motor controller and integrated servo amplifier. NIST's current Automated Microscopy Stage System utilizes PI (Physik Instrumente) L.P. NanoCapture TM and PIMikroMove TM as well as PI's General Command Set DLL. The Automated Microscopy Stage System upgrade must be pin-to-pin compatible to NIST's current equipment, software and controller libraries in order to maintain data integrity. As such, only components manufactured by PI meet the compatibility requirement and meet NIST's minimum requirements. The upgrade components consist of the following: 1. M26821LOJ, High Precision XY Microscope Stage for Inverted Olympus Microscopes, 100x75mm, Self-Locking, PILine® Linear Drives, 0,1µm Linear Encoder, with USB Controller and Joystick. M26821LOJ XY Stage Key Specifications: Highest stability stage with resolution of 0.1 µm and a travel range of 100 mm × 75 mm, hardware and mechanics for mounting on an inverted microscope, revolving nosepiece freely rotatable with suitable Z sample scanner clearance, a maximum velocity of 120 mm/sec, direct-metrology linear encoders, compact and low-profile design to provide free access to sample for inverted microscopes e.g. Olympus IX2, object slides and holders for Petri dishes, self-locking PILine® linear drives, linear encoders, a USB Controller with Joystick, and software support. 2. PD73Z2COW, PInano® Z Piezo Well Plate Scanner System for Inverted Olympus Microscopes, 220µm, Well Plate Size Aperture, Capacitive Sensor with USB Fully Digital Controller. PD73Z2COW Z Piezo Scanner System Key Specifications: Vertical precision-class nanopositioning system optimized for very fast step-and-settle time of <5 msec with a low profile of 20 mm and a large free aperture with dimensions of 155 mm x 110 mm for object slides or Petri dishes. A 200 um travel PICMA® piezo actuator drive to maximize operating time and significantly higher humidity resistance, compact E-709 digital servo piezo controller with digital servos to allow adaptation of all control parameters on the fly with control possible via USB, with support. 3. M-687.AP1, Microscope Universal Holder for Slides and Petri Dishes for PI Stages with 160x110mm Free Aperture. 4. C-843.41, DC-Motor Controller PCI PC Board, Integrated Servo Amplifier, 4 Axes. C-843.41 Controller minimum Specifications: Controller for 4 axis positioning of the scanning stages, with digital servo control possible via PCI bus, servo amplifiers on- board, Pulse Width Modulation outputs for high- power motors, trapezoidal curve, S- curve and velocity profile programmable, 32 kilosamples RAM for high- speed buffer operations, 16 I/ O lines for flexible automation, 120 µs for position read, extensive software support including PI GCS (General Command Set) Compatible, PID servo- control with dynamic parameter switching, software support for LabVIEW. Market research has shown that PI is the sole company who can provide this equipment to NIST. Given these facts, PI is the only source reasonably available to provide the required equipment and software. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST 09/12/2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
