- U.S. GOVERNMENT seeks to lease the following office space through the Automated Advanced Acquisition Program (AAAP) : State: Massachusetts City: Springfield Delineated Area: NORTH: Liberty St. from E. Columbus Ave. in the West to Main St. then North on Main St to Carew St., then East on Carew St to Chestnut St. EAST: Chestnut St. from Carew St. in the north to Pearl St., then east on Pearl to Mattoon St., then along Mattoon St. back to Chestnut St. to Edwards St. then east on Edwards St. to Elliot St., then south on Elliot St. to State St., then west on State St. to Maple St., then south on Maple St. to Union St. SOUTH: Union St. from Maple St. in the east to West Columbus Ave. in the west. WEST: West Columbus Ave. from Union St. in the south to E. Columbus Ave., then north on Columbus Ave to Liberty Street in the north. Minimum Sq. Ft. (ABOA): 18,020 Maximum Sq. Ft. (RSF): 18,921 Space Type: Office Parking Spaces (Total): 0 Lease Term: 10 years, 5 years firm term Additional Requirements: Space must be contiguous on one level. Space located above the 1st floor must be serviced by a minimum of two (2) passenger elevators. HOW TO OFFER: The Automated Advanced Acquisition Program (AAAP), located at https://aaap.gsa.gov, will enable interested parties to offer space for lease to the Federal Government in response to RLP 16-Reg1. In addition, the Government will use its AAAP to satisfy the above space requirement. Interested parties must go to the AAAP website, select the "Register to Offer Space" link and follow the instructions to register. Instructional guides are offered in the "HELP" tab on the AAAP website. Once registered, interested parties may enter offers during the "Open Period," which will typically be the 1st through 7th of each month, ending at 11:59 PM EST on the 7th of the month. The "Open Period" for Springfield will last approximately 2 more months with an estimated end date of November 7, 2016. Lease award will be made to the lowest price, technically acceptable offer, without negotiations, based upon the RLP requirements package found on the AAAP website. During the Open Period, offerors will be permitted to submit new offers or modify existing offers. Offerors can draft an offer at any time; however, you can only submit an offer during the Open Period. The offered space must comply with RLP 16-Reg1 and must meet Federal Government, State, and Local jurisdiction requirements, including requirements for fire and life safety, security, accessibility, seismic, energy, and sustainability standards in accordance with the terms of the Lease.
