- This is a Notice of Intent by the United States Department of Agriculture (USDA) Natural Resources Conservation Service (NRCS) (USDA-NRCS) for award of a sole source purchase order for Virtual Reference Station Subscription. THIS IS NOT A REQUEST FOR PROPOSAL The USDA-NRCS, Team 3, Contracting Service Branch intends to award a Firm Fixed Price Contract award to Seiler Geospatial Division, 3433 Tree Court Industrial Blvd., St. Louis, Missouri, 63122, for quantity of six, four (4) years Virtual Reference Station subscription for Illinois. Illinois NRCS needs VRS subscriptions that will work across the entire state of Illinois. The subscriptions are shared between employees who work in all parts of the state. Illinois NRCS has been successfully using VRS ("virtual reference station") data corrections for our GPS survey units for several years. Traditionally, GPS surveying is done using a full system, including a Rover and a Base Station. The VRS system allows the surveyor to accomplish the same task with just the Rover. Using the VRS instead of having a traditional base/rover GPS system saves time in the field, is instantly accurate (no post processing in the office), and saves the cost of purchasing the full GPS Base Station. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304 (c)(1) or 41 U.S.C. 253 (c)(1) and Federal Acquisition Regulation (FAR), 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements The NAICS Code for this action is 334511, Search, Detection Navigation Guidance, PSC- 6650 code. The anticipated award date is on or about September 15, 2016. The period of performance will be from date of award through September 15, 2020. This notice of intent is not a request for competitive proposals or a solicitation of offers. A formal solicitation will not be published unless it is determined that it is in the best interest of the Government to do so. Firms who want to challenge the sole source must submit an interest letter that demonstrates your firm's ability to meet the requirement and objectives as described above. Interested parties must provide rationale as to why they should be considered. Submit letter via email to Maggie.liebel@nv.usda.gov, no later than Wednesday, September 9, 2016, 2:00PM PST, on the email subject line reference "Sole Source VRS". Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
