PART 1 - GENERAL INFORMATION This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6. This Request for Quotation (RFQ) announcement constitutes the only solicitation that will be issued; quotes are being requested and a written solicitation will not be issued. The Government contemplates a Firm-Fixed Price Purchase Order will result from this solicitation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-88-1 dated June 15, 2016. The associated North American Industrial Classification System (NAICS) code for this procurement is 334516. Its associated Small Business Size Standard in millions is $38.5 PART 2 - SUPPLIES OR SERVICES AND PRICES/COSTS Description of Supplies or Services The Office of Criminal Investigations (OCI) is the Food & Drug Administration's law enforcement arm responsible for investigating suspected criminal violations of the Federal Food, Drug, and Cosmetic Act, the Federal Anti-Tampering Act, and other related federal statutes. OCI's Investigative Analysis Branch (IAB) is tasked with the responsibility of supporting criminal investigations through researching resources to validate and corroborate data obtained during criminal investigations. OCI's IAB needs a secure, aggregate, web-portal resource for access to public and commercial telephone directories and law enforcement records. Specifications are listed below: Pricing Table (See Word Version) PART 3 - DESCRIPTION FDA/OCI requires access to a secure database (West Publishing CLEAR web-based OR EQUAL) to access public, commercial and law enforcement records for all city, county, state and federal records in the United States. The database shall have the following salient functional characteristics: •Secure access to this resource shall be via a hypertext transfer protocol secure web based interface from public access and limited to only authorized end users. •Queries submitted by FDA/OCI end users shall be cloaked from the Contractor due to the sensitivity of OCI's investigations. Neither the Contractor nor any third parties may have access to the actual query and results for any internal review purposes. •The reports obtained from this database shall be collected, collated, and collaborated to provide an overview of the entities of interest to OCI. •Telephone numbers: Search for/Provide Reverse residential and commercial landline telephone numbers; Reverse cell phone numbers; Reverse voice over internet protocol (VoIP) phone numbers in the United States and Canada Address (street number, street name, city, state, ZIP code) for all telephone queries Carrier contact information •Person Search: Search for a person based on combinations of first name, middle name, last name, SSN, age range, date of birth, address, city, state and zip. •Credit Reporting: The database shall provide current credit header information from Trans Union, Equifax and Experian. This information shall provide the most current, up-to-date address information as well as high-risk address alerts such as mail drops, known fraudulent site activity and non-existent addresses. •Search for people based on possible business relationships and places of employment. •Workplace Locator: Search for a subject's possible workplaces. •Search for news articles based on a person. •Batch Person Search: Search for current information on a list of subjects •Advanced Person Search: Search for a person using the following advanced criteria: previous city and state, relative's names, and previous last name. •Death Records Search: Search death records nationwide. •Email Search: Search Email records (including reverse search) •Virtual Identity Search: Search for virtual identities including email addresses, avatars, handles/screennames. •Social Media Monitor: Searches must include the ability to query social networking sites, blogs, chat rooms, RSS feeds, and avatars. The social networking sites must, at a minimum, include Facebook, Twitter, YouTube, Google + and Instagram. The results of these searches shall contain available names, e-mail addresses, user names, photos, hashtags and telephone numbers. •Power search: Search using people, business, and proper ties using Boolean logic. •Business search: Search for businesses based on combinations of company name, individual names, TIN, FEIN, address, city, state, zip, or telephone. •Corporate Filings Search: Search for corporate filings based on combinations of company name, officer names, address, city, state, zip. This information shall also include any fictitious business names/doing business as ("dba") listings. •UCC Filings Search: Search by company name or address to find UCC (commercial lien) filings. •Automated Valuation Models: Provides a composite report of residential property information, including three valuation models, to provide the best estimate of the current market value of the property interest. •Internet Domains Search: Search by company name, contact name, address or domain name to find internet domain registrations. •FAA Aircraft Search: Search for aircraft registrations based on combinations of names, address, or aircraft number. •Motor Vehicle Search: Search for all available motor vehicle registrations based on combinations of first name, middle name, last name, VIN, driver's license number, license plate, company name, SSN, address, city, state, county, zip. •Real-Time Motor Vehicle Registrations Search: Search for all available current and historical motor vehicle registrations. •Property Search: Search by name, company, address, or parcel number for all available property tax assessment and/or property deed records. •Watercraft Search: Search all available commercial and personal craft by name, company, address, hull ID, or vessel name. •Driver's License Search: Search all available driver's license registrations based on combinations of first name, middle name, last name, driver's license number, SSN, date of birth, address, city, state, zip. •Driver's License Wildcard: Search The DL Wildcard search window allows you to query combinations of Driver's License data. Wildcard Search accesses DL data to run matches on partial license numbers •Professional Licenses: Search by name, social security number, address or professional license number to find individuals that have or have had a professional license. •Utility Records: Search for all available utility records (electricity, water, cable, telephone) for businesses and individuals. •FAA Certifications Search: Search by name or address to find individuals that have or have had pilot, mechanic, trainer, or other FAA certifications •Hunting and Fishing Licenses: Search by name, address, or SSN to find individuals that have or have had hunting or fishing licenses. •Federal Firearms & Explosives: Search by name, address, or license number to find individuals or businesses that have or have had ATF firearms and explosives licenses. •Concealed Weapon Permit: Search by name or address to find individuals that have or have had a permit to carry a concealed weapon. •DEA Controlled Substances Search: Search by name, address, or SSN to find individuals or businesses that have or have had DEA controlled substances licenses. •Voter Registration Search: Search for all available Voter Registration records •Search for phone numbers not found in traditional Directory Assistance searches. •Directory Assistance: Search listed phone numbers based on combinations of first name, middle initial, last name, phone number, address, city, state, zip. •Civil Court Records: Search by name or address to find all available civil court records. •Bankruptcy & Liens and Judgments Search: Search for individuals or businesses that have filed for bankruptcy and/or tax liens or judgments. •Official Records Search: Search by name and location for all available miscellaneous official court filings and other documents. •Marriages & Divorces: Search all available marriage and divorce records by name and location. •Sexual Offenders Search: Search by name, social security number or address to find records in an integrated database of public sexual offenders. •Advanced Sexual Offender Search: Search by name, social security number, date of birth, address, or radius, including unregistered, historical, and associated addresses in addition to registered addresses. •Search government lists provided by a number of organizations, including the Office of Foreign Assets Control (OFAC), the United Nations Named Terrorist lists and the US Bureau of Industry and Security Denied Entity and Person list. •Criminal Records Search: Search all available criminal records based on combinations of first name, middle name, last name, SSN, DOC#, address, city, state, and county. Criminal records searches must include any incarceration records and photo images of criminal suspects. •Foreclosures Search: Search all available foreclosure records by name, company, or address. •National Motor Vehicle Accidents: Search accident reports by name, company, address, accident number, license number, VIN, or tag number. •Wildcard Search: Provides "wildcard" searching of motor vehicle data to generate matches on partial license plate tags or VINs, as well as car makes, models, colors. •Relationship Analysis: Graphically presents relationships between individuals, addresses, vehicles, and corporations. •Custom Reports: Creates a combined, customized, comprehensive report compiled from all datasets for either a company or a person. •Comprehensive Reports: Creates a comprehensive report compiled from all datasets for either a company or a person. •Business Reports: Creates a combined, customized, comprehensive report for a company, including address, contact information, phone, and TIN. •Alerts and Notifications: Establish automatic alerts and receive notifications regarding subjects of interest. •Web-based User Guide •Link Charts: Provides a link tool to display relationships between data. •Query History: When enabled, records all queries run along with their results. Allows users to organize queries, full or partial results, and other files into cases. •Query List: Lists queries run in current session and provides the capability to rerun them. •Results and Reports: Print and/or save results and report •Unified searching: Allows OCI to search the Contractor's database as well as other affiliated third party databases which include credit bureaus and telephone service providers. •All query results must be provided to the end user within five (5) minutes. •All reports must be in Microsoft Excel, Rich Text or Adobe Acrobat format. The Contractor must provide a means of viewing information in a West Publishing CLEAR or equal graphical format such as a link chart or map view. •The Contractor shall provide a means of searching its web-portal resource via a CPU, laptop and Blackberry device. Any information requested and generated via the Blackberry device shall be retained for a minimum of a week by the Contractor and available to OCI end users for later viewing. •The Contractor shall provide a toll free helpdesk support phone number or e-mail. Helpdesk support must be available to end users at a minimum of 360 days of the year. The web-portal resource shall be made available to end users at any location with an internet connection. 4. Deliverables Schedule of Deliverables DeliverablesTimeframe (after contract award) Deliver twenty (20) West Publishing CLEAR OR EQUAL licenses with the capacity to increase up to twenty West Publishing CLEAR licenses OR EQUAL over five (5) years. Technical Environment Constraints The web-portal database shall be accessible via the internet and accessible to the ender user through Microsoft Explorer, Google Chrome and Mozilla Firefox browsers. 6. Section 508 If any of the work performed in this SOW impact the accessibility of the product as defined under Section 508 of the Rehabilitation Act (29 U.S.C. '794 d), the FDA will require an updated Voluntary Product Accessibility Template (VPAT) or HHS Section 508 Evaluation Template Product Accessibility Template (PAT) for TeamPage (see http://www.hhs.gov/od/vendors/index.html)Pursuant to Section 508 of the Rehabilitation Act of 1973 (29 U.S.C. 794d) as amended by Public Law 105-220 under Title IV (Rehabilitation Act Amendments of 1998), all Electronic and Information Technology (EIT) developed, procured, maintained, and/or used under this contract shall be in compliance with the ‘‘Electronic and Information Technology Accessibility Standards'' set forth by the Architectural and Transportation Barriers Compliance Board (also referred to as the ‘‘Access Board'') in 36 CFR part 1194. The complete text of Section 508 Final Standards can be accessed at http://www.access-board.gov/sec508/standards.htm. The standards applicable to this requirement are: Subpart B, 1194.21 Software applications and operating systems (a) When software is designed to run on a system that has a keyboard, product functions shall be executable from a keyboard where the function itself or the result of performing a function can be discerned textually. (b) Applications shall not disrupt or disable activated features of other products that are identified as accessibility features, where those features are developed and documented according to industry standards. Applications also shall not disrupt or disable activated features of any operating system that are identified as accessibility features where the application programming interface for those accessibility features has been documented by the manufacturer of the operating system and is available to the product developer. (c) A well-defined on-screen indication of the current focus shall be provided that moves among interactive interface elements as the input focus changes. The focus shall be programmatically exposed so that assistive technology can track focus and focus changes. (d) Sufficient information about a user interface element including the identity, operation and state of the element shall be available to assistive technology. When an image represents a program element, the information conveyed by the image must also be available in text. (e) When bitmap images are used to identify controls, status indicators, or other programmatic elements, the meaning assigned to those images shall be consistent throughout an application's performance. (f) Textual information shall be provided through operating system functions for displaying text. The minimum information that shall be made available is text content, text input caret location, and text attributes. (g) Applications shall not override user selected contrast and color selections and other individual display attributes. (h) When animation is displayed, the information shall be displayable in at least one non-animated presentation mode at the option of the user. (i) Color coding shall not be used as the only means of conveying information, indicating an action, prompting a response, or distinguishing a visual element. (j) When a product permits a user to adjust color and contrast settings, a variety of color selections capable of producing a range of contrast levels shall be provided. (k) Software shall not use flashing or blinking text, objects, or other elements having a flash or blink frequency greater than 2 Hz and lower than 55 Hz. (l) When electronic forms are used, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. Subpart B, 1194.22 Web-based intranet and internet information and applications (a) A text equivalent for every non-text element shall be provided (e.g., via "alt", "longdesc", or in element content). (b) Equivalent alternatives for any multimedia presentation shall be synchronized with the presentation. (c) Web pages shall be designed so that all information conveyed with color is also available without color, for example from context or markup. (d) Documents shall be organized so they are readable without requiring an associated style sheet. (e) Redundant text links shall be provided for each active region of a server-side image map. (f) Client-side image maps shall be provided instead of server-side image maps except where the regions cannot be defined with an available geometric shape. (g) Row and column headers shall be identified for data tables. (h) Markup shall be used to associate data cells and header cells for data tables that have two or more logical levels of row or column headers. (i) Frames shall be titled with text that facilitates frame identification and navigation. (j) Pages shall be designed to avoid causing the screen to flicker with a frequency greater than 2 Hz and lower than 55 Hz. (k) A text-only page, with equivalent information or functionality, shall be provided to make a web site comply with the provisions of this part, when compliance cannot be accomplished in any other way. The content of the text-only page shall be updated whenever the primary page changes. (l) When pages utilize scripting languages to display content, or to create interface elements, the information provided by the script shall be identified with functional text that can be read by assistive technology. (m) When a web page requires that an applet, plug-in or other application be present on the client system to interpret page content, the page must provide a link to a plug-in or applet that complies with §1194.21(a) through (l). (n) When electronic forms are designed to be completed on-line, the form shall allow people using assistive technology to access the information, field elements, and functionality required for completion and submission of the form, including all directions and cues. (o) A method shall be provided that permits users to skip repetitive navigation links. (p) When a timed response is required, the user shall be alerted and given sufficient time to indicate more time is required. Subpart C, 1194.31 Functional Performance Criteria (a) At least one mode of operation and information retrieval that does not require user vision shall be provided, or support for assistive technology used by people who are blind or visually impaired shall be provided. (b) At least one mode of operation and information retrieval that does not require visual acuity greater than 20/70 shall be provided in audio and enlarged print output working together or independently, or support for assistive technology used by people who are visually impaired shall be provided. (c) At least one mode of operation and information retrieval that does not require user hearing shall be provided, or support for assistive technology used by people who are deaf or hard of hearing shall be provided. (d) Where audio information is important for the use of a product, at least one mode of operation and information retrieval shall be provided in an enhanced auditory fashion, or support for assistive hearing devices shall be provided. (e) At least one mode of operation and information retrieval that does not require user speech shall be provided, or support for assistive technology used by people with disabilities shall be provided. (f) At least one mode of operation and information retrieval that does not require fine motor control or simultaneous actions and that is operable with limited reach and strength shall be provided. Subpart D, 1194.41 Information, Documentation, and Support (a) Product support documentation provided to end-users shall be made available in alternate formats upon request, at no additional charge. (b) End-users shall have access to a description of the accessibility and compatibility features of products in alternate formats or alternate methods upon request, at no additional charge. (c) Support services for products shall accommodate the communication needs of end-users with disabilities PART 4 - PACKING, MARKING AND SHIPPING All deliverables required under this contract shall be packaged, marked and shipped in accordance with Government specifications. At a minimum, all deliverables shall be marked with the contract/order number and contractor name. The contractor shall guarantee that all required materials shall be delivered in immediate usable and acceptable condition. PART 5 - INSPECTION AND ACCEPTANCE The Project Officer will perform inspection and acceptance of equipment and services to be provided. The Project Officer - to be determined upon contract award - is the authorized representative of the Contracting Officer.
