Description
The U.S. Army Corps of Engineers is seeking a contractor to install deer fencing and plant trees and shrubs on an island in Pool 5 of the Upper Mississippi River, approximately 1 mile west of Buffalo City, WI. The Corps of Engineers (COE) has been utilizing fine dredged materials to improve site conditions and facilitiate tree planting. Due to high deer pressure on the island, measures (deer fencing) is required to minimize damage to planted seedlings. The Contractor will supply all materials and labor necessary to install an 8 foot tall mesh deer fence, surrounding three designated planting areas on the island, totalling 6.4 acres. All fencing must be installed prior to ground freeze. The contractor shall supply and plant 8,012 native tree and shrub seedlings in a high density pattern as specified. Seedlings shall be bareroot native stock, from nurseries located within 200 miles of planting site (or from a seed source within 200 miles). Seedlings shall be handled as specified (cold storage) and roots treated prior to planting. The seedling mix required is specified in detail in the solicitation. Seedlings shall be in a state of dormancy at time of planting. Planting shall occur before ground freeze. In addition to the bareroot contractor-supplied seedlings, the contractor shall also plant approximately 180 Government-supplied tree seedlings in 3 gallon containers. The island is owned by the U.S. Army Corps of Engineers, but co-managed with the U.S. Fish and Wildlife Services (USFWS) as part of the Upper Mississippi River National Wildlife Refuge. Access to the site is by boat only, and all landings must be made on the west bank of the island from the main river channel. The contractor will be responsible for arranging their own transportation and river access. Multiple boat landings in the area are available. In order to minimize disturbance to resting waterfowl, only hand planting will be allowed, and all work must be completed on weekdays. No weekend work is authorized. Due to the potential of disturbing nesting bald eagles in late winter and early spring, near Areas 1 and 2, work must be completed in Fall of 2016.
